If the files were uploaded toward the end of last week, they may not have "come through" yet (staff performs a QA/QC check on uploaded material before it gets released to me and Friday was a State holiday). If you have already uploaded the files you do not need to re -upload the files but if you have not done so, please upload them. The provided flow calculations were not signed & sealed (Required per 15A NCAC 02H .1042(2)(f)). Please provide an original signature on the hard copy of the Supplement-EZ Form (Required per Section VI, 3 of the Application). Everything looks good except for a few small issues: Please correct the following: - Please adjust the project narrative as discussed in our 4/7/22 meeting to elaborate on the need to include the area drains on the plaza (sizable area draining onto the plaza and the inability to divert this area due to the old trees) and to explain that the existing site condition utilized a roof drain collection system that is being replaced in -kind. Please provide the discharge calculations for FES 6 and the roof drain for the southeast portion of the barn. It is noted in the project narrative that these discharge velocities are less than 2 fps, but the calculations were not provided and therefore could not be verified (15A NCAC 02H . Application: o Section IV, 8 —The percent impervious area calculation should be done using the project area (Section IV, 7), not the property area (Section IV, 4). NOTE: Since this project has existing BUA, you can use the project density method outlined in 15A NCAC 02H .1003(1)(b). o Section IV, 10: ■ Total & On -site Drainage Area —These values should correspond to the project area (Section IV, 7), expressed in square feet. ■ % Impervious Area — Recalculate (See earlier comment). - Supplement-EZ Form: o Cover Page: ■ Line 2 —This value should correspond to the project area (Section IV, 7), expressed in square feet. o Drainage Area Page: ■ Entire Site Column: • Lines 5 & 6 — These values should correspond to the project area (Section IV, 7), expressed in square feet. • Line 8 —This value should equal to total amount of BUA that is located within the project area (Line 9 + Line 10 + Line 11 + Line 15). • Line 10— Please include this item. This item is the sum of all of the BUA listed in Line 12. • Line 18 — Revise if needed in accordance with earlier comments. ■ LD 1 Column — Please complete this column. For this project, it will be identical to the entire site column. o Low Density Page: ■ Line 12—This item is required per 15A NCAC 02H .1003(4)(e). ■ Line 14 — Please answer this item. ■ Line 15 — You may wish to add the explanations that will be added to the narrative (explaining the need for the area drains and roof drain collection) to this additional information section. At this time, the submission is not administratively complete and cannot be accepted for review in its current condition. Please provide the following submittal items within 30 calendar days (by close of business on 3/2/2022) so that we may accept the project and begin the review process, otherwise, the project will be returned as administratively incomplete. 1x full hard copy of the Supplement-EZ Form. This item is required per Section V and Section VI, 3 of the Application. This spreadsheet uses macros to generate the correct pages to be filled out based on the information entered into the cover page. Once the cover page is filled out, click on the "Load Supplement Forms" link (between Lines 26 & 27 on the cover page) to generate the drainage areas page and the low -density page. All three of these pages of this form are required for this project. - 1x original signed (in pen) & notarized hard copy of the Operation & Maintenance Agreement Form. This item is required per Section V and Section VI, 3 of the Application and 15A NCAC 02H .1042(2)(j). Similar to the Supplement-EZ Form, the O&M Agreement Form uses macros to generate the maintenance requirements based on the information entered on the cover page. Please ensure that these pages are included with the resubmission and prior to getting the form notarized. NOTE: You may wish to get a second copy of this form notarized and have the applicant hold onto it (The Register of Deeds requires an original copy for recording). NOTE: Disconnected Impervious Surfaces is reserved for areas designed in accordance with Part C-10 of the Stormwater Design Manual. Low -density areas that utilize disconnection should not be indicated as Disconnected Impervious Surface on the O&M Agreement Form. - 1x original signed (in pen) & notarized hard copy of the Application. This item is required per Section VI, 1 and 15A NCAC 02H .1042(2)(a). The Application was signed in Section IX instead of the required Section X. - 1x hard copy of the project narrative. This item is required per Section VI, 5. - 1x hard copy of a USGS topographic map depicting the project location. This item is required per Section VI, 6 and 15A NCAC 02H .1042(2)(d). - 2x hard copies of a full-sized plan sheet showing the following (NOTE: Only updated plan sheets need to be provided): o Wetland delineation for the site or a note on the plans that there are no wetlands located on -site. This item is required per Section VI, 8m of the Application and 15A NCAC 02H .1042(2)(g)(iii). Please also list the name of the individual that made this determination on the plans. o Dimensioned project area boundary with bearings and distances. This item is required per Section VI, 8i of the Application and 15A NCAC 02H .1042(2)(g)(ii). It was noted that the project area as shown in Section IV, 7 and as shown on plan sheet C102 include the Stonewall Jackson Training School (which may be covered under permit SW3131004 (you will need to check with the Mooresville Regional Office as they have that permit on -file)). You can use a smaller subsection of the property (such as the park boundary) for the project area. NOTE: This is an administrative completeness review, not a detailed engineering review. While not required for administrative completeness, the following items were noted during this review: - The project does not appear to meet the requirements to be considered a low -density project (15A NCAC 02H .1003(2)). Typically, piping on a low -density project is only allowed where unavoidable (such as passing stormwater underneath a sidewalk/driveway via a culvert) and piping networks are almost always not allowed. - The drainage area information for the project should be included in Section IV, 10. For a low -density project, the "drainage area" is equal to the project area and there is no off -site drainage area. - Please initial the items in Section VI that have been provided in the submission. - Please list the county that the project is located in in Section I, 2 of the Application. If these items are received within the stipulated timeframe, we can accept the project and begin the review process. Once accepted, reviews under the standard permitting process generally take 30 — 45 calendar days, but can take up to 90 calendar days per statute (one of our two reviewer positions is currently vacant so this review will probably be closer to 45 days than 30).
