SPO 13-5 (Portion of 653.78t Acre Tract)

Please consider this letter authorization for Cabarrus County to go upon State lands for the purpose of
planning, making improvements to and construction on the Park and soccer complex. The Park and soccer
complex property are currently leased by the State to the County. The State owns the tract immediately north
of the soccer fields. The right of entry covers the projects listed on the following page.
All improvements and construction related vehicles and equipment, etc. shall use the Park's main
entrance at Stough Road and Sandy Lane SW. No improvement and construction related activity will occur
within the "Hazard Zone" around LNC-TV tower guyed wire and anchor as shown on attached ExhibitA . No
activity shall occur under the guyed wire. Further, Cabarrus County is responsible for securing all approvals
from adjacent landowners to Park and other State lands required for any project.
By acceptance of this right of entry, evidenced by the performance of work on the property, Cabarrus
County indemnifies and holds harmless the State of North Carolina for injury, loss or damage arising out of the
actions of Cabarrus County, its agents or contractors performing work on the premises. This right of entry will
expire twelve (12) months from the date of this letter or upon the conveyance of the property covering this
location.
This right of entry is granted subject to all necessary Federal, State, and local permits or approvals
required. If we can assist you further, please advise.

Improvements requested by Cabarrus County at Frank Liske Park and area immediately north of soccer fields.
1. Replace barn/gathering place destroyed by fire with new 2 story event space.
2. Replacement of 6" water line to a larger diameter to provide fire protection to the new event space and
increase plumbing fixtures.
3. Study area for future stormwater BMP and improvement of existing BMP. Study area includes the soccer
fields, the area immediately north of fields and homes on Lakeside Dr. SW and Rubens Road SW along State
lands property line.
4. Maintenance on dam at the Park pond which may include draining the pond.
