April, I was just informed of some design changes on this (see attached revised impact maps
and profile). Impacts have been reduced. As you can see in the profile the engineer cannot
bury the pipe 12" below the stream bed as is the norm because of the upslope topo being so
steep. However this is one of the rare cases where it should not matter since the impact is at
the origin of the stream so there will be no "aquatic life" that will need "passage" because
there is no stream channel upstream of the road and there is only a short distance to the very
tall retaining wall at the Lidl Grocery store. The pipe invert on the down stream side will be
even with the existing stream bed and rip rap is being installed so that the top is level with the
existing stream bed elevation.

Since you had all the owner/agent authorizations for back when we did the JD meeting in June
of 2021 along with usgs, soil survey maps, PJD map, ORM spreadsheet, etc. I did not upload
those again with the PCN but if you need them again let me know, none of the ownership has
changed yet. Not sure if I previously gave you a picture of the upper section of the stream
where the road crossing impact will occur so I attached one, have a fun weekend.
