It is unclear how streamflow will be maintained within the stream channel downstream of the proposed fill  slope at all times, including during and after construction activities. Please provide a plan depicting how flow will  be maintained and secondary or cumulative impacts that cause or contribute to, or will cause or contribute to, a  violation of water quality standards will be avoided. [15A NCAC 02H .0506 (b)(3)]    The site has been redesigned.  A copy of the revised site plan is attached.  The stream will be piped from the  stream origin to capture the groundwater discharge and convey it to the existing stream channel.  Additionally,  the dissipator pad where surface water will be discharged has been redesigned to discharge up‐gradient of the  point where the stream will discharge from the proposed culvert, returning surface water to the stream to  maintain hydrology.        2. Please provide more details regarding avoidance and minimization of stream impacts for this project.  This  should include alternative designs and layouts of the parking lot.  [15A NCAC 02H .0506(b)(1)]    The site has been redesigned to avoid an additional 92.98 linear feet (0.005 acres) of stream impact.  A copy of  the revised site plan is attached.  The initial proposed impact was to 219 linear feet of stream channel which has  been reduced to 126.02 linear feet of stream channel.  The entrance to the parking lot was shifted and the  parking was redesigned in order to avoid and minimize the impacts.    3. Appropriate measures should be installed prior to any land clearing activities to protect waters and wetlands  from turbidity and/ or sedimentation. Please provide a plan depicting the location of erosion and sediment  control measures. [15A NCAC 02H .0506 (b)(1) and (2)]  5   Two skimmer basins and silt fence will be installed to protect waters and wetlands from turbidity and/or  sedimentation.  The erosion control and grading plans are attached.    4.
