the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and II plus all attached planning assessment addendums for which T

PROJECT DESCRIPTION
The proposed Wake Preparatory Academy school redevelopment project is located at 14111
Capital Boulevard U.S. Highway 1 in Wake Forest, Franklin County, North Carolina. The site
consists of a parcel identified as Franklin County PIN 1842-26-8528, and the total site area is
68.95 acres. Refer to the Location Map in Figure 1. This project is separated into two (2)
phases. Phase I proposes the renovation of an existing office building, the construction of two
stair towers attached to the existing building, and the removal and construction of sidewalks,
parking, driveways, infrastructure, and utilities. Phase II proposes the construction of new gym
building, athletic field, field house, parking, driveways, infrastructure, and utilities. The owners
of the property are Franklin Charter, LLC and MSC Properties Franklin, LLC.

SANITARY SEWER NARRATIVE
L
The Wake Preparatory Academy project site is served by existing 6-inch and 8-inch gravity
sewer mains that flow into an existing onsite pump station that pumps wastewater off site to a
Franklin County -owned pump station. The existing onsite pump station was constructed during
approximately 1991-1992 and is believed to have capacity to accommodate the proposed
project. As part of the project, a new grinder station and force main along with new 6-inch
gravity sewer lines are proposed to collect wastewater from redeveloped portions of the site.
The grinder station will pump via a 2-inch force main to the new 6-inch gravity system. The new
6-inch gravity system flows to the existing pump station. Additionally, a portion of the project's
flow from the existing building will continue to flow directly to the existing pump station. Given
the age of the existing pump station, it is strongly recommended that the entire existing pump
station package including the wet well, pumps, equipment, floats, piping, and control systems be
properly surveyed, tested, inspected, and maintained prior to being placed into operation. The
existing pump station pumps via a 6-inch force main to the Franklin County -owned pump
station. The existing Franklin County -owned pump station is part of the downstream sanitary
sewer system (NC Permit Numbers WQ31355, WQ29955, and WQCS00179) and is believed to
have capacity to accommodate projected flows from the proposed project. The ultimate
receiving wastewater treatment facility is Franklin County WWTP (NC0069311).
Unit contributory loadings for the project are based on State of North Carolina 15A NCAC
02T.0114. It is believed that the proposed grinder station, force main, and gravity sewer mains
have the capacity to accommodate projected flows. Contributory loadings and available
downstream capacity should be reevaluated as future development information becomes
available. The current projected flows to the existing onsite pump station are provided below.
The total Average Daily Flow (ADF) is calculated as:

Using Manning's equation, the maximum capacity of the existing 6-inch PVC sewer line
upstream of the existing onsite pump station at a slope of 0.50% is 179 GPM. Using Manning's
equation, the maximum capacity of the existing 8-inch PVC sewer line upstream of the existing
onsite pump station at a slope of 6% is 1,332 GPM. Using Manning's equation, the maximum
capacity of the proposed 6-inch PVC sewer line upstream of the existing onsite pump station at
a slope of 0.94% is 245 GPM. Therefore, the proposed gravity sewer design is adequate to
meet the project's peak flow.
