In response to Notice of Violation 2022-DV-0090, please know that the Town of Edenton experienced a Sanitation
Sewer Overflow (SSO) of 63,200 gallons on 03/29/2022. The cause of the sewer spill was due to a contractor boring
under the roadway and penetrating the eight inch (8") force main. The sewer force main was mismarked while
locating utilities in accordance with (outdated) sewer drawings obtained by Town personnel. This mis-marking of
utilities also caused the leak to not be properly identified by staff until the morning of 03/30/2022. Communication
and identification before and proceeding the sewer spill was not efficient in a matter that could have prevented the
amount of the SSO. Remediation was prematurely started without informing DEQ of the cleanup plan.
However, the eight inch (8") force main was shut down and repairs made on the morning of 03/30/2022.
Remediation of the SSO was performed after concurrence with DEQ's approval of the cleanup plan on 3/31 &
4/1/22, the before and after pictures were provided to DEQ in the SSO five-day report. The Town is currently
underway in using GIS application(s) to update all its water, sewer, and stormwater assets. The Town is also using
GPR to help identify and update mapping depths. All mapping will be updated accordingly as these efforts continue.
We believe this will greatly reduce or eliminate miss marking during locates. Public Works personnel exhausted all
efforts in using its assets to assist in remediation of the SSO. This is evident after reviewing the before and after
pictures of the spill area. Communication is a very important part of SSO reporting and remediation; and the Town
of Edenton will do its part in preventing this from happening in the future.
