In accordance with your permit major modification request received November 19, 2021, and
subsequent additional information received March 15, 2022, we are forwarding herewith modified
Attachments A and B certified April 25, 2022, to Terra Renewal Services, Inc. for the subject residuals
management program.
Modifications to the subject Attachments are as follows:
➢ Deletion of the following residuals sources from the permit:
o The Hunter Farms, LLC — High Point, NC facility in Guilford County, totaling 700 dry
tons per year (DT/yr)
o The Brakebush Brothers Inc. — Mocksville, NC facility in Davie County, totaling 240
DT/yr.
➢ Reduction in the permitted annual dry tonnage of the Tyson Foods, Inc. — Wilkesboro, NC
facility in Wilkes County from 5,400 DT/yr to 2,000 DT/yr.
➢ Increase in the permitted annual dry tonnage of the following residuals sources:
o The AdvancePierre Foods, Inc. — Claremont, NC facility in Catawba County, increasing
from 25 DT/yr to 35 DT/yr.
o The Tyson Foods, Inc. — River Valley Ingredients — Harmony, NC facility in Iredell
County, increasing from 1,400 DT/yr to 1,700 DT/yr.
➢ Addition of the following approved residuals sources:
o The Wayne Farms LLC — Dobson Plant in Surry County, with a permitted annual dry
tonnage of 1,300 DT/yr.

o The Innospec Active Chemicals LLC — Salisbury WWTF in Rowan County with a
permitted annual dry tonnage of 1,300 DT/yr.
➢ Modification of the following existing fields to remove property line buffers due to the
inclusion of setback waivers:
o NC-WK-MRF-06, increasing from 20.4 acres to 21.0 acres
o NC-WK-MRF-12, increasing from 25.1 acres to 26.5 acres.
➢ Addition of new fields in Wilkes County totaling 153.2 acres, including:
o NC-WK-CH-02, totaling 19.3 acres.
o NC-WK-MF-17, totaling 39.5 acres
o NC-WK-MRF-13 through 15, totaling 94.4 acres.
The modified Attachments A and B shall be effective from the date of certification until November
30, 2027 (i.e., expiration date of the current permit), shall void Attachments A and B of Permit No.
WQ0038087 issued February 4, 2021, and shall be subject to the conditions and limitations as specified
therein, as well as those specified in the above -referenced permit. Please replace Attachments A and B of
Permit No. WQ0038087 that was February 4, 2021 with the modified Attachments A and B. Please note
that the Permittee shall submit a renewal application no later than June 3, 2027.
Please note that only the maps for new land application sites are attached to this letter. It is the
Permittee's responsibility to ensure that a complete permit is created by inserting these documents into the
previously issued permit.
If any parts, requirements or limitations contained in this certification are unacceptable, the
Permittee has the right to request an adjudicatory hearing upon written request within 30 days following
receipt of this permit. This request shall be in the form of a written petition, conforming to Chapter 150B
of the North Carolina General Statutes, and filed with the Office of Administrative Hearings at 6714 Mail
Service Center, Raleigh, NC 27699-6714. Otherwise, this certification shall be final and binding.
