Dear Permittee:
The North Carolina Division of Water Resources conducted an inspection of the Tuckaseigee Water and
Sewer Authority’s DCAR Annual Report on 4/25/2022. This inspection was conducted to verify that the facility
is operating in compliance with the conditions and limitations specified in Non-discharge Permit No.
WQ0005763. The findings and comments noted during this inspection are provided in the enclosed
copy of the inspection report entitled "Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required.

Inspection Summary:
Mikal Willmer, with the Asheville Regional Office, conducted a review of TWSA’s DCAR Annual Report on April 25, 2022.
This review was conducted to determine whether the facility processed and monitored all residuals in compliance with
Permit No. WQ0005763.
TWSA distributed approximately 238.5 dry tons to the public in 2021. Please record the calculated dry tons and not wet
tons on the Annual Distribution and Marketing Summary Form. Permit monitoring frequency requirements are based on Dry
Tons. TWSA was only required to sample annually based on the amount distributed. Quarterly samples were collected.
Non-hazardous waste characterization is required annually: All values appear to meet regulatory requirements.
Pathogen Reduction (PR): PR is met via fecal coliform density reduction below 1,000 MPN/gram and PFRP Heat Drying.
TWSA had two excursions from the reduction requirement in April and May; however, the product distributed at the beginning
of April was distributed based on the compliant February fecal results. Facility resampled before distributing any additional
residuals to the public. Results were compliant for the remainder of the year. All product temperatures appeared to be
>80°C during the dryer run as required by PFRP Heat Drying.
Vector Attraction Reduction (VAR): Facility meets Pathogen Reduction requirement via VAR method-Drying of Unstabilized
Residuals. %TS of final product appears to be >90%.
Metals, Nutrients & Pollutants of Concern: Required frequency is based on tons distributed. Facility distributed <319 dry
tons of residuals in 2021 which required annual sampling. Pollutants of concern appeared to be less than ceiling and
monthly concentration limits outlined in Section II.4 of the permit. Parameters listed in Section IV.3 were sampled and
analyzed. SAR values were less than 10.
