However, this refusal 'left the door open to the town'tm collect water quality data over several years and to develop a water quality model if it wanted to further pursue a discharge into the Northeast Cape Fear River basin. * June2O18: Sarge Martin land application expansion—LMG identified multiple contiguous tracts south of Sarge Martin down to the 4|[VV. The total area was about 1,OG1acres. A desktop,study estimated that about 193 acres would be available for land application. Much of this land is bounded nn three sides by SA; HQNwaters that drain into the Stump Sound area. With this fact in mind and after having multiple phone conversations with one of the larger landowners concerning land value,the town decided to forego any further consideration of expanding the Sarge Martin spray fields im this direction. * June2OI8: Sarge Martin land application expansion—LMG identified a 598-acre property owned by the State of North Carolina and located east of US Hwy 17 north of the Town of Holly Ridge. LMG completed a brief desktop study that estimated it contained about 124 acres of potential spray areas. * Augunt20�18: Juniper Swamp wetlands augmentation—The town asked H|GH,F|LLto make a brief investigation into disposal of treated effluent at the Juniper Swamp site via wetlands augmentation in accordance with 15A NCACO%U .1101. This rule became effective in June Z011. Per a phone conversation with the state inAugust 2018, no systems in the state have applied for or received permits for the use of wetlands augmentation. HIGHFILL determined that,for the town W\AFFF treated effluent to meet the standards of the regulation: o The town would have to decrease the chloride content ofits effluent by minimizing saltwater infiltration / inflow, a "never ending project" o Eliminate the discharge of brine softening waste from the town WTP, a project currently being reviewed by the state NPOES Unit o Eliminate home/business softeners within town o Improve nitrogen and phosphorus removal and improve filtration at the town WWTF. o There are clauses in the regulation that require the project to be beneficial to the flora and fauna. This regulation is very subjective in nature, having few if any objective, quantifiable criteria to adhere to. The regulation also dictates that effluent cannot be applied when the groundwater is within 12" of the ground surface. This requirement is the same requirement that exists for conventional land application on uplands. The existing wetlands at Juniper Swamp would likely not meet this requirement. For these reasons, HIGHFILL recommended that the town, not pursue this alternative further. * K4archZUl9: Juniper Swamp land application expansion,—HIGHFILL coordinated with Agri-Waste Technology, Inc. (AVVT)for the completion of desktop evaluation. * OctVberZD19: Sarge Martin land application expansion—HIGHFILL coordinated with AWT for the completion of a desktop evaluation of a 346 and an 81-acre proposed land application addition. The study estimated flovvrate capabilities of 193,552 and 49,614 gpd for the larger and smaller tracts, respectively. * November2019: Flow and capacity—H|GHF|LL updated its spreadsheet ofexisting flow versus capacity. A portion uf the tract may be suitable for a land application site. However, the Castle Hayne aquifer confining clay layer is likely near the surface, even more so than it has proven to be at the town's Juniper Swamp site. Mounding would likely make this site unusable for land application. No further action was taken. w April 2028: Juniper Swamp land application expansion—HIGHFILL issued a design contract for development of 5 new fields totaling 33.9acnen. w k4ay282O: SargeK4artinKamdapp8cationexpansion—Atthetowm'srequest, H|GHFILLrequestedaproposa| from AVVTtn conduct a field study nf the]46-acre site next tmSarQe Martin and the S98-acre tract owned bythe state northeast nf5argeMartin. While working on permission to enter these properties,the town discovered that the 346-acre site was tied up in the 'afternnath' of an environmental problem that went to federal court. it also found that the state-owned tract had a set of deed restrictions in the record that may prevent the intended use by the town. Finally,the 81-acre tract northeast of Sarge Martin was thought to be too small to have the appropriate cost to benefit ratio for use. This alternative has been placed on hold due to a delay in implementing the USACE dune renourishment project. * ]uk/20ZO: Juniper Swamip land application expansion—HIGHFILL coordinated with AWT for the completion of a field investigation and report. * September3OJO: Juniper Swamp land application expansion—Town asked HIGHFILL to stop design work for development of 5 new fields totaling 33.9 acres due to the extremely high cost to benefit ratio for the project. * SeptennberZQZO: At the request of the town, HIGHFILL developed and presented a detailed engineering study of the W7P iron residuals process waste,stream. Currently this waste is discharged to the town's sanitary sewer. The study found that a combination of: o Recycling clarified iron waste supernatant back to the head of the VVTPand o Land application of the remaining liquid iron, residuals via a proposed non-discharge permit on-site,the town could retrieve 25,970 gpd of sewer capacity now and up to 66,400 gpd in the future when the VV7P reaches its design capacity. |n estimated Z02IU.5. dollars, this project would cost about$Z3 per gpd ADF. Though this project is technicaQy viable, the town has determined that the cost to benefit ratio is too high at this time before further considering other WW treated effluent options that will produce more VVVV capacity ata better cost to benefit ratio. w November2020: The findings of Phase � of the above Wastewater Master Plan were presented and discussed at ascop[ngmeeting. The findings presented included the following: o The proposed engineered beach project byUSA[Ebasbeenstoppeddmeteonemftheadjoiq[ng towns dropping out of the project. The planned reclaimed water project cannot move forward until the engineered beach project again moves forward, o The town and P|uris have not yet been able to reach an agreement inprinciple. o The effluent portion of the study would include comparing a discharge to new land application sites. o The 1ovvn'sIO28 estimated permanent population was 2,174- HIGHFILL projects thisto increase to about 4,OOObvZO39. The summer average daily wastewater flow (ADF)was about 0.759 million gallons per day (m8d) in 2019. HIGHF|LL projects this to increase to about 2.2 mgd by 2039. o The current capacity of the WVVTF is 1.5 mgd (on a maximum monthly ADF basis). H|GHF|LL understands that the current facility wa,s designed to be easily mirrored to double this capacity in the future. However,the current treated effluent disposal capacity is only 0.756889 mgd on a maximum annual ADF basis and 1.1mgdona maximum monthly ADFbasis. All permitted disposal is currently via non-discharge land application onto two sites: Sarge Martin and Juniper Swamp. • Based on the above, H|GHF|LL recommends an immediate effluent disposal capacity increase 10 atota| of1.Snngdto match the capacity of the,VVVVTF. ]1 then recommends that the plant and disposal capacity be doubled toa total nf3.0nngdonnr before 2830. The s1ate's8O/9O rule will then require a study to expand the 3.Qnogd facility by2O39or shortly thereafter. o Increasing the VVVVTF capacity from 1.5to 3.Úmgdwill require additional treated effluent disposal capacity. As discussed above,the existing permitted disposal capacity is 0.756889 mgd. Therefore, an increase of3.Q—O.7S6O88 =I.243111 -) Z.ZSm8d. o HIGHFILL has been tasked with evaluating a discharge alternative versus a non-discharge land application alternative. For a discharge alternative,the New River is the closest surface water of any size tn Surf City. This,watershed is already being extensively used by such entities as the City of Jacksonville, MCB Camp Lejeune, and Onslow Water and Sewer Authority(ONWASA). Much of the mid and lower basin is classified SA. However, there are two areas that are classified lower than SA. The hverfrnnt properties for both locations are owned byM[8 Camp Lejpune. |n recent meetings with the town, both ONWASA and MCB Camp Lejeune have declined to offer any capacity to Surf City. o The other significant freshwater basin of significance to Surf City is the Cape Fear River basin. Two potential discharge locations within Pender County appear realsonable: Lanes Ferry nn the Northeast Cape Fear River and the Cape Fear River mainstern just downstream of Bulldog Cut. Both locations are tidally influenced. o For land application, much of the land near Surf City is either unavailable (already developed, being developed, priced for development, or not acceptable for land application). Much of the land west of US17is not acceptable for land app|lcation. The underlying reasons for this are many, including flood plains, wetlands, state owned game lands,federaU|yowned military base, and the fact that the Castle Hayne aquifer confining unit or the aquifer itself is immediately underneath. To escape all uf this and to stay within the bounds of Pender County requires a pipeline to the Watha/Willard/ Penderl,ea area for Page 4 land application onto upland farmland and timber land. m Note that an interbasin transfer should not be an issue here since the source of Surf Citv's water i» groundwater. o Capital cost estimates have not yet been prepared for these alternatives. However, HUGHF|LLfuUy expects that the triggers in the State Environmental Policy Act(SEPA) will be tripped. Also, a project nf this magnitude may result in the need for federal funding of some kind. Therefore, the National Environmental Policy Act(NEPA) may also betriggered. w February2821: Wachovia tract located north of Holly Ridge in Pender and Onslow counties—HIGHFILL coordinated with LMGtoground truth this 1,l27-acre±tract for use for land application. This tract has potential for direct access off of the existing effluent transmission main on NC Hwy 50. LIVIG determined that only about 15 acres of this tract was suitable for direct wetting for land application. |t further estimated that no more than 3[LOUOto4[\0ÓOgpd could be land applied nn this tract. The town decided not to pursue this further. m Apri| Z8Il: The town entered into a contract with HIGHFILL to complete Phase 11 of its Wastewater Master Plan. The basic goals of Phase 11 are to concentrate on developing and comparing three independent treated wastewater effluent disposal alternatives to achieve a �otal disposal capacity of 3.0 mgd: o NPIDES discharge to the Northeast Cape Fear River(NECF) River upstream of Lanes Ferry(NC Hwy 210 bridge) o NPDES discharge toNE[F River at Smith's Bridge (NC Hwy S3) n Niondischaqge land application to the VVa1ha /Willard/ Pender|eaarea, o Additional consideration of the reclaimed water system (to irrigate dunes on the island that are proposed to be part of the USACE Coastal Storm Risk Management project) is currently on hold pending additional feedback from the USACE. |tis therefore not included in this scope of work at this time. o 1u|yZO2I: The preliminary findings of Phase 11 of the above Wastewater Master Plan were presented and discussed at scnping meeting with representatives nfNCDENR. The discussion concentrated on the technical aspects of modeling two, potential discharge locations onthe Northeast Cape Fear River: • NCDENR expressed concern that the existing model had not been updated since about 2005. • NCDENR Wilmington Regional Office noted that it had been collecting water quality data on the river in the interim and volunteered to share this data so that the mode[could be updated and re-calibrated aswarranted. • NPDES Unit staff requested that a formal speculative limits request be made prior to, reviewing the issue any further. • Other water quality concerns related to swamp waters were also expressed by the NPDES Unit staff. w Áu0ustZ0J1: At the request of the town, HIGHFILL developed and presented a detailed engineering study of the VVTP softening residuals process waste stream. Currently this waste is discharged to the tuvvn's sanitary sewer. According to,annual reports prepared by LMG for the Sarge Martin and Juniper Swamp WW land application sites,the salt in the wastewater over time is detrimental to the land application capacity of the sites. The softening brine waste from the WTP is the single largest point source of this salt in:the sanitary sewer collection system. The study recommended: o Installation of a diffused discharge of the brine waste into the A[CW at Sears Landing via a proposed discharge permit o The town could retrieve an annual average of 14,590 gpd of sewer capacity now and up to 38,290 gpd in the future when the VVTP reaches its design capacity o The TDS content of the treated WW effluent being land applied would be reduced by about 40% (based on2019da1a). o A complete NPIDES permit application package was submitted to the NPIDES Unit in August 2021. The permit is reportedly being drafted now. w October2Q21: The town submitted a NPDES speculative limits request to the NPDES Unit fortwo separate locations Vn the NECFRiver: about one mile upstream of Lanes Ferry bridge (NC Hwy 210),and just downstream of Smith's Bridge (NC Hwy 53\. Included with this request was a modeling report prepared by HDR (HlGHFILL's subcnnaoUtantnn the master plan). This report was based onan updated and calibrated model of the NECF River. It provided suggested discharge limits for these two locations and evaluated the impact of a proposed discharge to the NECFRiver. Page � 5 * Aph| 2QZ2: HIGHFILL's soil scientist subconsultant, Land Management Group (now Davey Resource Group), submitted a draft report of its field investigations in the area just east of Watha. This report,once reviewed and finalized, will be used to further develop the land application alternative for the master plan. • Fall 2022: HIGHFILL anticipates having the master plan completed and ready to submit to the town and state for review. This will be immediately followed by Phase ||| of the master plan. Phase III will include a CQRM|X analysis of a diffused discharge (NECF River is tidal in both proposed locations.). The need for the CORK0|% analysis assumes for now that a discharge will be determined to be the preferred alternative. |t will also include an environmental assessment to support the preferred alternative determined by the Phase 11 report. It is anticipated that this entire package (Phase 11 report and Phase III reports)will then be submitted to the NPIDES Unit along with a permit application. * The bulk of the wastewater expansion labor has been undertaken by HighfiII but several other investigations have occurred outside Highfil['s prevue. These projects have been listed below: 0, Michael Gallant was contracted to inves1igate high-rate infiltration lagoons at the Sarge Martin and Juniper Swamp site in January 2021. Since then, hydrological studies have been completed and several scoping meetings with members of NCDEQ was held.A design was agreed upon in November 2021.This project is project to yield approximately 40,000,and 150,000 gpd of disposal respectively,This project is in design and permitting phase. Due to the long response times of NCDEQ,a project timeline cannot be estimated, o In September 2�21,the town contracted with Applied Resource Management to investigate the soil conditions of town parklands for beneficial reuse.This land has shown a potential of greater than 100,000 gpd of wastewater capacity. Currently the Town is in negotiation with McKim and Creed to perform a feasibility and cost analyst of moving toward a reuse system. Section L.1: Progress on Previously Permitted Modifications: * Both proposed mechanical bar screens and associated equipment and grating repairs/ upgrades have been installed. They were certified byHKGHHLLon January 2U,202I. The third disc filter has been installed, was certified by HIGHFILL on April 4, 2022, and was approved to be used by the Wilmington Regional Office of NCDEQ DWR on April 5, 2022. This completes all work for this project with the following exceptions: • Final installation of the ACS Cart to assist the operators in better maintaining all three-disc filters (NOT required for the disc filters tnfunction) o Semi-final inspection and development of final punch list o Final inspection o Project closeout. o Surf City is expecting final certification and project completion in May of 2022. Page | 6 While Hk3HRLL-is conducting work on thetovvn's Phase U wastewater master plan, the town planner is working with the Council of Government to comiplete a multi-year land planning master plan. Key information nnfuture development and growth areas for the sanitary sewer system are expected to be delivered in draft form to the town in late June of this year. This information will be delivered to HIGHFILL for use in finalizing sewer flow projections and timelines for its Phase 11 wastewater master plan, scheduled to be delivered to the town in final draft form inthe Fall ofIO22. Refer to the first response above for details of the Phase 11 master plan that HIGHFILL is preparin�. The final draft to be delivered this fall will include details and estimated budgets for each long-term alternative. A detailed timeline for the chosen alternative will also beincluded. Assuming for discussion that the preferred alternative will be a discharge to the NECF River, the town will immediately follow the Phase || master plan with Phase III: environmental assessment of the preferred alternative, CORMIX analysis of a diffused discharge into tidal water,and a NPDES permit application. ° In addition to working to expand wastewater treatment and expansion, Surf City adopted several policies to improve the situation. o kn July Z0ZU, Surf City adopted a utility rate increase with an escalating scale ln order toencourage conservation among the sewer users. • Surf City is in the process of installing an Advance Meter Infrastructure reading system to have better accounting of the usage,of sewer and to make the residents more invested in their sewer use. • Surf City continues to strengthened its infiltration and inflow program to reduce the unnecessary flow to the wastewater plant. o Town Staff stopped accepting new sewer permits that add permitted capacity to the wastewater system on March 26th, 2021, until a wastewater treatment plant expansion can be achieved.
