State Permit #06-04 was issued on 1/05/04 for the expansion of the Aquarium's facilities in Pine Knoll Shores, Carteret County. The permit is set to expire on 12/31/07. The applicant wishes to install twelve artificial reef balls in the submerged shallow waters near the Aquarium's dock in Bogue Sound within the NCDMF sanctuary. Associated navigational markers will also be installed to wain approaching vessels of the submerged objects. The purpose of the project is two fold: 1) it will provide a permanent habitat for juvenile marine organisms, and 2) be used as an educational tool for a public snorkeling program. The proposal is consistent with the specific guidelines found in 15A NCAC 07H .0208, and with the original purpose and intent of the permit. I recommend the Minor Modification to State Permit #06-04 be authorized as proposed, contingent upon all original conditions. A state department funds transfer of $100 has been confirmed (ref. Title: The North Carolina Aquarium at Pine Knoll Shores Educational Reef Ball Project Purpose: The purpose of the project is to provide a permanent habitat for juvenile and recruiting coastal organisms and to provide an educational program for the snorkeling public. The project will be implemented by installing 12 reef balls in the submerged shallow waters of Bogue Sound near the aquarium's dock. Background: The mission of the North Carolina Aquarium at Pine Knoll Shores is to inspire appreciation and conservation of North Carolina's aquatic environments. Our aquarium provides extensive public education on aquatic resources. Education is accomplished through aquarium exhibits, interactive learning, presentations and shows, and field trips. In an effort to continue to diversify our programs and keep the public engaged the aquarium has been looking for a way to enhance our field program. w e currently conduct. on and off-site field trips to the various aquatic environments of coastal North Carolina. Our on-site field trips include kayaking trips and snorkeling activities conducted in Bogue Sound from the dock behind our aquarium facility. The Bogue Sound environment includes sandy and muddy bottoms, salt marsh habitat, clam beds, scattered sea grasses and a few oysters. Successful reef ball projects in the area including those conducted by the North Carolina Coastal 1~ederation at Carteret Community College and by Duke University at DMF reef sites have inspired the aquarium to install reef balls as a habitat restoration/enhancement and education project. The Aquarium has established a DMF research sanctuary in the area surrounding the dock for the purpose of conducting these types of projects and activities. Project Significance and Benefit: In the summer, the sound-side environment is naturally turbid much of the time. Snorkelers can view scattered sea grass beds, clams, oysters and the fouling community on our dock pilings. However, due to the low visibility, our educators would like to supply the snorkelers with known focal points where they can view the high diversity of organisms using the sound in a more natural reef or fouling type community configuration. The reef balls would provide an accelerated habitat recruitment mechanism that somewhat mimics natural hardbottom habitats that have been in decline (e.g., oyster reefs}. The c~~jectives of ?1:e project ~;re to: • monitc r 2 or 3 different reef ball types at two depths to determine the types and patterns of organism growth that occur, • test the oyster reef ball design for jump-starting oyster reefs, • enhance the public's snorkeling experience in the sound-side environment by providing a simulated natural substrate for the recruitment of juvenile and sessile organisms at a known location, • educate the snorkeling public on the use of reef balls in general, • educate the snorkeling public on the organisms that colonize the reef ball, their occurrence in the sound, their methods of recruitment and their life cycles. Specific Goals: The specific goals for implementing the project are as follows: 1. Install navigational markers in the area where reef balls are to be set in a configuration designed to ensure avoidance of reef balls by boaters. 2. Set two "oyster reef balls" near shore (in up to two feet of water at low tide) to enhance our ongoing oyster culture education project. The purpose of the oyster reef balls is to evaluate their effectiveness for oyster recruitment and restoration of oyster reefs in sandy and muddy environments of Bogue Sound. 3. Set two groups of reef balls at the three to four foot contour (mean low tide) with each group consisting of a mix of "bay balls" and "mini-bay balls." The total for the two groups together is five bay balls and five mini-bay balls. 4. Adequately mark and number the location of each reef ball. Collect preliminary monitoring data for each ball including installation date, depth contour at mean low water, adjacent substrate type and distance to adjacent seagrass beds (reefs will not be deployed on seagrass beds). Reef ball installation is planned for mid-June. 5. Conduct monitoring of ali reef balls at least monthly throughout the summer and fall. Record relative estimated percent cover of plants and animals and record all plants and animals present down to species level whenever possible. 6. Develop an educational orientation program for snorkeling groups that includes: pre-snorkeling presentation to educate them on what to look for, snorkeling trip, and follow-up discussion on what was seen and how reef balls are used for conservation. Project Specifications: Attachment 1 displays a location aerial showing approximately where the reef balls will be placed near the Aquarium dock. The twelve reef balls will be located north of the existing dock where the substrate consists primarily of sand. They will cover a maximum area of 300 square feet. They will all be located at an estimated water depth of four feet or less at low tide. The reef balls will be placed on bare sand and muddy sand bottom in the project area. They will not be placed on seagrass. A minimum ten foot distance will be maintained between reef balls and the edges of any seagrass patches that may exist in the project area. Reef balls are basically concrete structures that mimic the habitat niches of natural reefs by incorporating heterogeneous surfaces and holes that attract sessile and peripheral organisms. Once the reef balls are installed they are expected to settle into place and remain in place by virtue of their own weight. The reef balls will be installed by a contractor with assistance from aquarium staff. Installation will be conducted by floating the reef balls to the site, either towed behind a boat, or towed by hand from the shoreline. The reef balls can be floated by inflating a temporary internal bladder. Exact placement is easy due to the ability to control the floating reef ball. For mariner notification, two signs will be posted on two large pvc pilings installed facing north and south along the waterway traffic orientation. Signs will simply warn of submerged artificial reef structures. Due to the small project area and the unsuitability of the area for boating (due to shallow depths), two signs should be sufficient. As previously mentioned, the Aquarium already maintains a DMF-authorized Research Sanctuary in this area that is closed to fishing.
