Occidental Chemical Corporation operates an automobile
rinse, as an employee convenience, at it's chromium
chemicals plant in Castle Hayne. The discharge from the
automobile rinse is the Outfall 003 effluent.
The automobile rinse uses potable water, with no soaps,
detergents, or additives. The effluent flows from a catch
basin under the spray bars to a storm sewer that discharges
into a ditch, which ultimately meanders to the Northeast
Cape Fear River.
Due to an increase in the number of permanent and contract
employees, the current flow limitation of 0.003 MGD can, at
times, be restrictive. On some occasions, as many as 250
employees may work in a 24 hour period.
Occidental therefore requests an amended permit for Outfall
003 to increase the flow limitation to 0.010 MGD. Occidental
also requests that Outfall 003 BOD and turbidity monitoring
requirements be considered for elimination for the following
reasons.
There is little likelihood of exceeding any of the chemical
or physical parameters after the flow increase is approved.
Sending samples out for BOD analyses seems especially
unnecessary due to the high quality of the influent water
and its usage for automobile rinsing. In the past year, the
highest BOD was 3.0 mg/1 vs a weekly avg limit of 7.5 mg/1.
The highest monthly avg BOD was 2.0 mg/1 vs a limit of 5.0
mg / 1 .

A review of turbidity analyses of the river upstream and
downstream, in the past year, shows that the greatest
increase in downstream turbidity over upstream turbidity was
0.4 NTU and the highest downstream value was 5.2 NTU vs a
limit of 50.0 NTU. Since these turbidities are the only ones
performed, good quality assurrance requires a blank, three
standards, a duplicate sample, and a spiked sample, for each
pair of results. Based on the above results turbidity does
not seem warranted for this outfall.

check for the $250.00 permit fee.
