Dear Mr. Revis:
As we have discussed, the Division of Environmental Management (DEM) has recently prepared a
study plan to collect the necessary water quality data for the development of NPDES permit limits at the
existing discharge location. This is in accordance with the attached internal memorandum dated
December 3, 1994 of which a copy was previously forwarded to the Roanoke Rapids Sanitary District for
your information.
In this cooperative study effort between DEM and the Sanitary District, we propose that the sampling
be conducted as per the attached study plan by the Roanoke Rapids Sanitary District. Collected samples
for chloride shall be properly tagged, placed in a cooler with ice and shipped within twenty-four hours by
overnight delivery to Ms. Judy Garrett at DEM's Regional Office in Raleigh (3800 Barrett Drive,
Raleigh, NC 27609). DEM will have the samples analyzed in DEM's Laboratory facilities. Water
quality parameters collected by the District (DO, conductivity, temperature and effluent flow) should be
submitted in a monthly report to DEM's Technical Support Brach to the attention of Mr. Juan C.
Mangles at the address below. In addition, DEM recommends that the District install a second water
level gage (similar to the one located near the effluent) near the aqueduct crossing on Chockoyottee
Creek.
DEM's Regional Office has agreed to provide technical assistance on sampling techniques,
instrument calibration and sample preservation. Also, the Regional Office will deliver the necessary
sample containers. Ms. Garrett will contact you to coordinate this technical assistance soon after you
submit your comments and the study plan is finalized.

Objective: Determine instream waste concentration in Chockoyotte Creek to develop appropriate
NPDES permit limitations for toxics
Time: During April, May, June, July, August, September, October and November 1995
(Collection of data during several months will ensure representatives of the various flow
regimes maintained by North Carolina Power and will include critical low flow conditions
in Chockoyottee Creek)
Frequency: Samples should be collected every Wednesday between 10:00 AM and 2:00 PM

• Stream DO, temperature and conductivity samples should be collected at the surface and
at the bottom
• Stream chloride samples should be collected surface only
• Both effluent flow and gaging station flow should be averaged over the period of time
when the sampling took place
Note: Water level should be recorded at the time of sampling at both water level gages. If a
water level gage is not installed upstream of the effluent, then a description of the flow
observed in Chockoyottee Creek (at the aqueduct) should be provided
