The following restates your questions/comments and is then followed by our response. Additional Information Requested Please include a detailed site plan (scale 1 " = 100' or larger) that depicts the following: - Lot boundaries - Lot numbers - The stormwater drainage system (including all stormwater outfalls - Drainage area boundaries - Locations of streams, wetlands and buffers - The boundary of Phase I and the boundaries of future phases. Please find the attached revised overall site plan for the Panther Rock Subdivision. It should be noted that this plan includes lot numbers as well as building envelopes to demonstrate that home sites can be constructed without additional impacts to protected Neuse Riparian Buffers. Drawing S-2 shows the BMP as a dry detention basin, but the worksheet submitted was for a wet detention basin. The attached map correctly depicts the stormwater device as a wet pond. 3. Please describe the future phases of the development and the associated percentage impervious cover. The original submittal on July 5, 2007 included all phases of the proposed Panther Rock Subdivision; however, those phases were not clearly labeled. Please see the attached revised overall site plan which more clearly denotes phases 1, 2 and 3 of the proposed subdivision. The anticipated impervious surface for the entire development is 28.7%, as stated in the original Pre-Construction Notification application. Please see attached sheet 9 of 10, Section XI of the Pre-Construction Notification which has the anticipated impervious surface breakdown. 4. Please provide detailed plans for the detention basin and the level spreader. The level spreader worksheet states that a 56' level spreader will be provided; however, the plan at the end of the application shows a 13' level spreader. Please correct this discrepancy. Please see the attached design details for the level spreader and a corrected level spreader worksheet. The original plan that showed a 13 foot level spreader was in fact correct and the original worksheet was incorrect. The mistake has been corrected. Additionally, it should be noted that since the anticipated velocities to the level spreader will not be above 0.7 cfs, a bypass channel was not necessary. Design details for the stormwater wet pond are not required for DWQ review as this project meets with the Town of Knightdale's Phase II stormwater requirements. Per a directive from Alan Klimek (formerly Director of DWQ) "If a local municipality has been given delegated authority over the stormwater rules and has provided a written approval of a project's stormwater plan, and that written approval is supplied to DWQ, then DWQ does not need to approve the stormwater plan. " We are anticipating a letter from the Town of Knightdale attesting to the proposed subdivision meeting with their minimum stormwater requirements per the Phase II rules of their UDO and will forward that letter to you once we receive it. Please find the attached stormwater details and calculations that were supplied to and approved by the Town of Knightdale. 5. Please provide a signed and notarized operation and maintenance agreement for the detention basin. As stated in item No. 4 above, a DWQ stormwater management review is not required and therefore, a signed and notarized O&M agreement for the proposed stormwater wet pond is not necessary. We assume that there are no other outstanding questions with regards to the issuance of the requested 401 since no further information was requested. We are therefore respectfully requesting that DWQ issue a 401 Approval for the Panther Rock Subdivision development. Please call if you have any questions or require further explanation.
