Hanes Mill Road, Office 640E Raleigh, NC 27604 RE: Response to Comments Letter — Frank Liske Park Barn County: Cabarrus City: Concord Address: 4001 Stough Road Submitted By: Alfred Benesch & Company Mr.Farkas, The following are the response to your email, regarding the stormwater permit for the Frank Liske Park Barn Project, received by my office on 2/1/22. These responses to comments include the original request for information, reply, and where any revisions that have been made can be found. Please see the following comments and responses with my replies in BOLD. lx full hard copy of the Supplement-EZ Form. This item is required per Section V and Section VI, 3 of the Application. This spreadsheet uses macros to generate the correct pages to be filled out based on the information entered into the cover page. Once the cover page is filled out, click on the "Load Supplement Forms" link (between Lines 26 & 27 on the cover page) to generate the drainage areas page and the low - density page. All three of these pages of this form are required for this project. o A hard copy original of the Supplemental-EZ Form has been included and completed as requested. Ix original signed (in pen) & notarized hard copy of the Operation & Maintenance Agreement Form. This item is required per Section V and Section VI, 3 of the Application and 15A NCAC 02H .1042(2)0). Similar to the Supplement-EZ Form, the O&M Agreement Form uses macros to generate the maintenance requirements based on the information entered on the cover page. Please ensure that these pages are included with the resubmission and prior to getting the form notarized. NOTE: You may wish to get a second copy of this form notarized and have the applicant hold onto it (The Register of Deeds requires an original copy for recording). NOTE: Disconnected Impervious Surfaces is reserved for areas designed in accordance with Part C-10 of the Stormwater Design Manual. Low -density areas that utilize disconnection should not be indicated as Disconnected Impervious Surface on the O&M Agreement Form. o A hard copy original (signed and notarized) of the Operation & Maintenance Agreement has been included and completed as requested. Per your suggestion, a second copy has been signed and notarized for use upon recording at the Register of Deeds. 1x original signed (in pen) & notarized hard copy of the Application. This item is required per Section VI, I and 15A NCAC 02H .1042(2)(a). The Application was signed in Section IX instead of the required Section X. o A hard copy original (signed and notarized) of the Application has been included and completed as requested. This item is required per Section VI, 5. o A hard copy of the project narrative has been included as requested. • 1x hard copy of a USGS topographic map depicting the project location. This item is required per Section VI, 6 and 15A NCAC 02H. 1042(2)(d). o A hard copy of the USGS topographic map depicting the project location has been included as requested. • 2x hard copies of a full-sized plan sheet showing the following (NOTE: Only updated plan sheets need to be provided): o Wetland delineation for the site or a note on the plans that there are no wetlands located on -site. This item is required per Section VI, 8m of the Application and 15A NCAC 02H .1042(2)(g)(iii). Please also list the name of the individual that made this determination on the plans. ■ Plan sheet C100 — Overall Existing Conditions, has been revised to include detailed information and classifications of wetlands included on the property. This information was collected from the US Fish & Wildlife Service's Wetlands Mapper and includes all the wetlands listed in their database. o Dimensioned project area boundary with bearings and distances. This item is required per Section VI, 8i of the Application and 15A NCAC 02H .1042(2)(g)(ii). It was noted that the project'area as shown in Section IV, 7 and as shown on plan sheet C102 include the Stonewall Jackson Training School (which may be covered under permit SW3131004 (you will need to check with the Mooresville Regional Office as they have that permit on -file)). You can use a smaller subsection of the property (such as the park boundary) for the project area. ■ A full-sized Property Line Survey is included in this submittal and includes a boundary survey as well as the bearing and distances required. NOTE: This is an administrative completeness review, not a detailed engineering review. While not required for administrative completeness, the following items were noted during this review: • The project does not appear to meet the requirements to be considered a low -density project (15A NCAC 02H .1003(2)). Typically, piping on a low -density project is only allowed where unavoidable (such as passing stormwater underneath a sidewalk/driveway via a culvert) and piping networks are almost always not allowed. o As stated in the narrative (also included in this submittal), the storm pipes and area drains, included in this project are to move water away from the building, and only serve as extension to the roof drains. The discharge for these pipes is located adjacent to the building and release all stormwater onto a vegetative hill that then sheet drains within the property and essentially work as a culvert would under a driveway. Please contact me if further discussion would be helpful. + The drainage area information for the project should be included in Section IV, 10. For a low -density project, the "drainage area" is equal to the project area and there is no off -site drainage area o This has been revised as requested. Page 13 • Please initial the items in Section VI that have been provided in the submission o This has been revised and initials added as requested. • Please list the county that the project is located in in Section I, 2 of the Application o This has been corrected as requested.
