compliance inspection report from November 2020 found no compliance issues, and noted that
the facility is well maintained and operated.
This facility was among the industrial facilities selected for 1,4 dioxane sampling in 2019. 1,4
Dioxane was reported as <200 ug/L in this facility's effluent ("no detection") during the first
sample event. A sufficiently sensitive method should be able to detect 1,4 dioxane down to 1
ug/L, as evidenced by Corning's 3 subsequent data points reported as <1 ug/L in October,
November, and December of 2019. No Dioxane seems to have been detected, and DWR is
satisfied that long-term monitoring for 1,4 Dioxane at this facility is not currently necessary for
this permit.

The facility manufactures optical waveguide fibers. A proprietary halide raw material is burned in a natural gas flame
to form Silica Dioxide. The silica dioxide is dried and drawn into hair thin optical fiber. The fiber is coated with an
acrylate coating, wound on spools and sold.

Treatment System
6.1
Briefly describe any treatment system(s) used (or to be used).
There are not wastewater treatment system components installed at the Corning Incorporated - Wilmington facility
which are used to treat wastewater associated with the discharges permitted under this permit NC0003794. All
discharges associated with the outfalls permitted in this permit consist of non -contact, non -process discharges which do
not require treatment. All process wastewaters are discharged from the facility via a treatment system to the Cape Fear
Public Utility Authority.
Sampling shall be conducted according to sufficiently sensitive test procedures (i.e., methods) approved under 40 CFR 136 for the analysis of pollutants or pollutant
parameters or required under 40 CFR chapter I, subchapter N or 0. See instructions and 40 CFR 122.21(e)(3).

We are starting to work on our 5-year NDPES NC0003794 renewal application and have a couple of questions I am
hoping you can answer:
Do we use the same Jorrr; usea Jar the previous renewal in 201ur
o I do not see the old form on the website
o The application forms were recently updated by the EPA. The correct application forms are on our
website. (https://deq.nc.gov/about/divisions/water-recaurces/water-quality-nermitting/npdes-
wastewater/npdes-permitting-process )
• lithe EPA forms Form 1 and Form 2E are required to be submitted:
o Form 2E Section 4.1 requests analyses for BOD, TSS, .. other parameters that are not in our permit. We
previously entered N/A into these fields, but the EPA form states a 'waiver is required'

• You may consider the current version of your permit a waiver for any parameters where your
permit does not require monitoring.
o Form 2E Section 4.8 requests COD and TOC analyses (also not in our permit) and we have previously
