other lawful standards and regulations promulgated and adopted by the North Carolina

is hereby authorized to discharge wastewater from a facility located at
Rosman Wastewater Treatment Plant
off U. S. Highway 64
on NCSR 1156
Transylvania County
to receiving waters designated as the French Broad River in the French Broad River Basin
in accordance with effluent limitations, monitoring requirements, and other conditions set forth in
Parts I, II, and III hereof.
This permit shall become effective September 1, 1995
This permit and authorization to discharge shall expire at midnight on August 31, 2000

1. Continue to operate an existing 0.09 MGD wastewater treatment plant consisting of a lift station,
flow splitter with bar screen, dual aeration tanks, dual clarifiers, instrumented effluent flow
measurement, tablet chlorination, aerobic sludge digestion, and sludge drying beds located at
Rosman WWTP, off U.S. Highway 64, on NCSR 1156 east of Rosman, Transylvania
County (See Part III of this Permit), and
2. Discharge from said treatment works at the location specified on the attached map into the French
Broad River which is classified Class C-Trout waters in the French Broad River Basin.

uses: The French Broad River is generally a rocky bottomed,
moderately swift moving stream. The river is used often used
for recreational activities such as canoeing, rafting and
fishing. The river carries a WS designation beginning at the
Mills River confluence for potential use as a water supply
for the City of Asheville.
