The following are excluded from coverage under this general permit: small Type 1 facilities, backyard composting and on farm composting, large Type 3, all Type 4, any type that discharges into waters classified as ORW, HWQ, Tr, PNA, or zero flow streams, and stand-alone mulching only facilities with no accelerated biological decomposition.
