This letter is a follow up to our recent conference call (July 9, 2015] in which we discussed
the groundwater monitoring requirements for the Blue Ridge Tissue Corporation's
Patterson Mill in Caldwell County, NC.
Groundwater monitoring will be required at seven monitoring well locations which include
MW-1, MW-2, MW-3, MW-4, MW-6, MW-7, and MW-8. The monitoring frequency will be
three times a year in the months of March, July, and November. Water samples will be
analyzed for the following parameters: temperature, pH, specific conductance, dissolved
oxygen, oxidation reduction potential, turbidity, groundwater levels, total iron, total
manganese, and total barium. The water quality analysis must be conducted by an
analytical laboratory certified in the state of North Carolina. Please be aware that the
Asheville Regional Office will periodically split samples with your consultants.
You will be required to submit the analytical data sheets to the Asheville Regional Office
after each sampling event. An annual report will be required in the month of December for
each year of monitoring. The report should address water quality trends, groundwater
potentiometric map, and activities related to corrective action. The annual report must be
sealed by a professional geologist or engineer. -

It is imperative that you eliminate the on -going source of the groundwater violations as
required by 15A NCAC 02L .0106(c)(2). Any unnecessary delays may result in a Notice of
Violation and possible enforcement action against both Blue Ridge Tissue Corporation and
Sealed Air Corporation.
