Introduction This report was prepared by AECOM Technical Services of North Carolina, Inc. (AECOM) on behalf of Sealed Air Corporation (Sealed Air) to summarize groundwater monitoring activities conducted in May, July, and November 2016, at the Blue Ridge Tissue Corporation (Blue Ridge Tissue) facility located at 1427 Yadkin River Road in Patterson (Lenoir), North Carolina (Site). These sampling activities were conducted in accordance with groundwater monitoring requirements outlined in the July 15, 2015 letter1 from Brett Laverty, North Carolina Department of Environmental Quality (NCDEQ) Division of Water Resources, Water Quality Regional Operations, to Mr. Dave Hallock, Blue Ridge Tissue, and Mr. David Day, Sealed Air, for the referenced facility. The sections below provide background information and a discussion of the groundwater sampling methods and analytical results for the three 2016 monitoring events. Summary tables, figures, field forms, and the laboratory analytical reports are provided as attachments. 2. Background 2.1 Previous Studies The Site encompasses multiple parcels on both sides of Yadkin River Road in Patterson (Lenoir), Caldwell County, North Carolina (Figure 1). The production facility is situated at 1427 Yadkin River Road and the wastewater treatment ponds (including fiber traps and aeration ponds) are situated at 2002 Roby Martin Road (Figure 2). Three groundwater monitoring wells (MW-2, MW-3, and MW-4) were installed downgradient of the wastewater treatment ponds in August 2009 as part of a Phase II Environmental Site Assessment. Installation of a background well upgradient of the wastewater treatment ponds was attempted at that time but was unsuccessful due to shallow bedrock (less than 8 feet below ground surface). In February 2011, MW-1 was installed in a wooded area northeast of the intersection of Yadkin River Road and Whisnant Road with the objective to establish background iron conditions in groundwater. Due to NCDEQ questions about the suitability of MW-1 as representative of background conditions, in August 2011 monitoring well MW-5 was installed west of Yadkin River Road and north of existing well MW-3 as shown on Figure 2. A receptor survey conducted in October 2011 identified 17 private water supply wells within 1,500 feet downgradient of the wastewater treatment ponds. The closest parcel with a private water supply well is located approximately 352 feet from the wastewater treatment ponds. Construction information of the wells is limited; but, based on available information, the wells are expected to be screened in the bedrock aquifer. In June 2012, NCDEQ Aquifer Protection Section sampled five private water supply wells along Roby Martin Road south of the wastewater treatment ponds. Results indicated no exceedances of Title 15A North Carolina Administrative Code Subchapter 2L Groundwater Standards (2L Standards) and very little detected iron or manganese. Following the installation and sampling of MW-5, questions remained as to whether samples collected from MW-1 or MW-5 are representative of background conditions for iron in groundwater, and, subsequently, whether the wastewater treatment ponds are influencing the levels of iron in groundwater at the property line. Therefore, three additional monitoring wells (MW-6, MW-7, and MW-8) were installed in August 2014 in locations determined and agreed upon by representatives of AECOM (contractor for Sealed Air), NCDEQ, Sealed Air, and Blue Ridge Tissue. MW-6 was installed at the northern end of the grass area behind Yadkin Baptist Church to serve as a background monitoring well. Monitoring wells MW-7 and MW-8 were installed downgradient from the existing wastewater treatment ponds. Conclusions of the 2014 investigation were that MW-6 is suitable as a background well location, total iron concentrations in wells MW-1 through MW-4 were similar to previous samples, total iron was not detected in downgradient wells MW-7 and MW-8, and that there is no evidence of elevated iron concentrations at or beyond the property line. 1 NCDEQ, 2015. July 15, 2015. 2016 Annual Groundwater Monitoring Report 60502049 Prepared for: Sealed Air Corporation, Duncan, South Carolina AECOM 2 Per the groundwater monitoring requirements outlined in the above-referenced July 15, 2015 letter, seven site monitoring wells (MW-1, MW-2, MW-3, MW-4, MW-6, MW-7, and MW-8) would be monitored three times a year to further assess the groundwater quality at the Site. Groundwater monitoring per that schedule began in July 2015 and 2015 results were reported in the 2015 Annual Groundwater Monitoring Report2. This report summarizes the sampling activities conducted in 2016 (May, July, and November). 2.2 Geologic Setting The geology at the Site consists of quartz monzonite gneiss and phyllonitic garnet-biotite-muscovite schist and gneiss of the Brevard Fault Zone. The quartz monzonite gneiss is strongly foliated and lineated and white in color and separated from the schist/gneiss unit by a northeast/southwest striking fault along the Brevard Fault Zone.3 The location of the contact between the two lithologic units, based on field observation of outcrop, cuts approximately across the most northeastern portion of the Site and across the Yadkin River upstream of the dam immediately northeast of the Site. With the exception of offsite well MW-5, which is set in the phyllonitic schist/gneiss unit, background well MW-6 and all other site monitoring wells are set in regolith derived from or hydrogeologically associated with the quartz monzonite gneiss geologic unit. Specifically, monitoring wells MW-2, MW-3, MW-7, and MW-8 are set in saprolite and/or partially weathered rock (PWR) (i.e., transition zone) near the waste water treatment ponds. Background monitoring well MW-6, located northwest of the ponds, is also set in saprolite derived from the quartz monzonite gneiss. Although monitoring wells MW-1 and MW-4 are set in alluvial sediment adjacent to the Yadkin River, the drainage basin upgradient of the wells is dominated by gneiss saprolite/PWR material. 3. Methods and Results The methods of the 2016 groundwater monitoring activities conducted by AECOM, contractor for Sealed Air, are described in the following sections. Groundwater monitoring events were conducted on May 11, July 21, and November 22, 2016. 3.1 Water Level Monitoring Groundwater levels were measured during the May, July, and November 2016 sampling events at all monitoring wells to be sampled (MW-1, MW-2, MW-3, MW-4, MW-6, MW-7, and MW-8). MW-5 (not sampled) was also gauged during the May and November events, but was not gauged during the May event because it was not accessible due to an overgrowth of vegetation (i.e., poison ivy) surrounding the well. Well locations are shown on Figure 1. Water levels were measured using an electronic water level meter. Measurements were collected at the beginning of the sampling event, prior to purging or sampling any well. Measured values were subtracted from the top of casing elevations to establish the groundwater potentiometric elevation at each well for each event. Table 1 summarizes the water levels and calculated elevation data during the 2016 events. Groundwater elevations were similar to those measured during previous sampling events and ranged from approximately 1,239 to 1,314 feet above mean sea level in May 2016. Groundwater elevation ranged from approximately 1,238 to 1,313 feet above mean sea level in July 2016. Groundwater elevation ranged from approximately 1,237 to 1,312 feet above mean sea level in November 2016. The observed drop in groundwater elevation from May to November (ranging from 0.49 to 2.82 feet in individual wells) was likely due to drought conditions impacting the area during fall 2016. Groundwater elevations are shown on the potentiometric maps in Figures 3, 4, and 5 (depicting May, July, and November, respectively). Despite the aforementioned variations in water levels between the three 2016 monitoring events, groundwater flow direction has remained generally consistent; groundwater appears to flow in a radial pattern from the top of a knoll 2 2015 Annual Groundwater Monitoring Report, Blue Ridge Tissue, Patterson, North Carolina. The predominant source of recharge in the area involves precipitation on the topographic high at the top of the knoll. Groundwater on the east side of the knoll flows east toward monitoring wells MW-1 and MW-4 and the Yadkin River. Groundwater underlying the wastewater treatment ponds and fiber traps flows to the south-southeast toward downgradient monitoring wells MW-2 and MW-7 and east- southeast toward downgradient monitoring well MW-8 and the Yadkin River. MW-1 is downgradient from the knoll and therefore cross-gradient of the wastewater treatment ponds. MW-4 is generally, but not directly, downgradient of the ponds and may be cross-gradient at times. Background well MW-6 is to the west and cross-gradient of the ponds, at a position of greater potentiometric head. 3.2 Groundwater Sampling Groundwater samples were collected from seven of the eight site monitoring wells (MW-1, MW-2, MW-3, MW-4, MW- 6, MW-7, and MW-8) during the May and July 2016 sampling events. Samples could not be collected from wells MW- 2 and MW-6 during the November 2016 monitoring event because there was not enough water in the wells to sample; samples were collected from the other five (5) wells planned for sampling (MW-1, MW-3, MW-4, MW-7, and MW-8). Sampling is not required at MW-5. Monitoring wells were purged and sampled using low-flow techniques utilizing a peristaltic pump or a bladder pump. Peristaltic pumps were used at three wells (MW-1, MW-4, and MW-8) in May 2016, five wells (MW-1, MW-3, MW-4, MW-7, and MW-8) in July 2016, and three wells (MW-1, MW-4, and MW-8) in November 2016; bladder pumps were used at other wells/events. During purging of each well, water quality measurements were collected to evaluate well stabilization. Parameters pH, specific conductance, temperature, oxidation-reduction potential (ORP), and dissolved oxygen (DO) were measured using a multi-parameter water quality meter (YSI 556) equipped with a flow-through cell, and turbidity measurements were collected using a portable turbidity meter (Hanna HI-98703 or Hach 2100Q). Once water quality parameters stabilized, a groundwater sample was collected in laboratory provided pre-preserved sample containers, labeled, and placed on ice. The groundwater samples were submitted to Prism Laboratories, Inc. for analysis of total iron, total manganese, and total barium. During the July 2016 event wells MW-1 and MW-2 went dry during sampling; therefore, limited field parameter measurements were collected. Purging was suspended for approximately two hours at each of these two wells to allow water levels to recover, then turbidity measurements only were collected just prior to sampling. As such, field parameter measurements, other than turbidity, for MW-1 and MW-2 shown in Table 2 are provided for information purposes but are not necessarily indicative of parameter stability. During the November 2016 sampling event, there was not enough water to purge or sample at MW-2 (water column length 0.68 feet); therefore, no field parameters and no sample were collected at this well. Similarly, there was not enough water in MW-6 to purge using a bladder pump and purging was attempted using a disposable bailer instead. The well (MW-6) went dry after 0.5 liters was removed and no sample was collected. Field parameter measurements were recorded once and the turbidity measurement was out of range. Measured field parameters at MW-6 are provided in Table 2 for information purposes but are not necessarily indicative of parameter stability. Copies of the groundwater sample collection records are found in Appendix A. 3.3 Analytical Results Groundwater analytical results from the May, July, and November 2016 sampling events are summarized on Table 2 . Water quality measurements (pH, conductivity, temperature, ORP, DO, and turbidity) are also summarized on Table 2. Total Iron analytical results for all three 2016 sampling events (and, for reference, the most recent prior sampling event at MW-5) are presented on Figure 6. Copies of the laboratory reports are provided as Appendix B. Total iron exceeded the 2L Standard of 0.3 milligrams per liter (mg/L) in samples collected from four wells (MW-1, MW-2, MW-3, and MW-4) in May 2016, the same four wells (MW-1, MW-2, MW-3, and MW-4) in July 2016, and three of those same wells (MW-1, MW-3, and MW-4) in November 2016. Total iron was detected at concentrations below the 2L Standard in May and July 2016 samples from background well MW-6. Samples could not be collected from MW-2 or MW-6 in November 2016. 2016 Annual Groundwater Monitoring Report 60502049 Prepared for: Sealed Air Corporation, Duncan, South Carolina AECOM 4 Total manganese exceeded the 2L Standard of 0.05 mg/L in samples collected from five wells (MW-1, MW-2, MW-3, MW-4, and background well MW-6) in May 2016, from those same five wells in July 2016, and from three of those five wells in November 2016 (MW-1, MW-3, and MW-4); note that MW-2 and MW-6 could not be sampled in November 2016. Manganese was detected in the July 2016 method blank associated with samples from wells MW-1, MW-2, MW-3, and MW-4, and in the November 2016 method blank associated with samples from MW-1, MW-3, and MW-4. However these sample results are acceptable for use without qualification because they are each greater than 10 times the concentration detected in the method blank. For the May and July 2016 sampling events, total barium was detected in all of the wells sampled; however, concentrations exceeded the 2L Standard of 0.7 mg/L in samples collected from MW-2 only. During the November 2016 event, total barium was detected in all of the sampled wells at concentrations below the 2L Standard; MW-2 was not sampled. During the sampling events in which a sample could be collected from background well MW-6 (May and July 2016 only), samples contained concentrations of total manganese that exceed 2L Standards. Total iron and total barium were detected in MW-6 at concentrations below the respective 2L Standards during both those events. Samples from property boundary monitoring wells MW-7 and MW-8 continue to be well within compliance of 2L Standards; total iron and total manganese were not detected in either well during any of the three 2016 sampling events. 3.4 Discussion Hydrogeologic flow conditions and analytical results observed during 2016 monitoring have remained relatively consistent across the three monitoring events and are not significantly different from those observed historically (see 2015 Annual Groundwater Monitoring Report for historical data). Field parameter and analytical results suggest that the wastewater treatment ponds may be contributing to anoxic conditions that result in a temporary mobilization of iron from soil in locations immediately downgradient of the ponds. Low levels of DO and elevated iron concentrations at wells MW-2 and MW-3, as compared to the samples from background well MW-6 indicate aerobic conditions at MW-6 are not present in wells MW-2 and MW-3. However, analytical results from the downgradient wells MW-7 and MW-8 suggest that anoxic conditions are not present near the property boundary. DO levels at the southern property boundary indicate that aerobic conditions are present at downgradient wells MW-7 and MW-8 and total iron was not detected in analytical samples from these wells during any 2016 sampling event. Figure 6 shows the total iron concentrations for 2016 samples. Elevated concentrations of iron were detected in 2016 samples from all three events at wells MW-1 and MW-4. MW-4 is located generally, but not directly, downgradient of the wastewater treatment ponds; therefore, it is possible that the anoxic conditions resulting from the ponds extend to MW-4. Variations in soil types and flow conditions, such as differences in hydraulic gradient or alluvial sediments at MW-4 vs. saprolite at wells MW-7 and MW-8, may explain why the anoxic conditions do not similarly extend to wells MW-7 and MW-8, even though they are also downgradient of the ponds. 4. Conclusions Groundwater sampling activities were conducted in May, July, and November 2016 to evaluate groundwater conditions at the Site as requested by NCDEQ. The following summarizes the conclusions of this monitoring: Groundwater beneath the Site flows radially from the knoll on the northern portion of the Site above the wastewater treatment ponds. In general, groundwater beneath the wastewater treatment ponds flows east/southeast toward the Yadkin River. Based on groundwater elevation (water table) contours, monitoring well MW-1 is cross gradient of the wastewater treatment ponds. Groundwater flow conditions have remained consistent over time. Total iron exceeded the 2L Standard of 0.3 mg/L in samples collected from MW-1, MW-2, MW-3, and MW-4 in May and July 2016, but concentrations were below the 2L Standard in samples from the background well MW-6. 2016 Annual Groundwater Monitoring Report 60502049 Prepared for: Sealed Air Corporation, Duncan, South Carolina AECOM 5 In November 2016, total iron exceeded the 2L Standard of 0.3 mg/L in samples collected from MW-1, MW-3, and MW-4. Samples were not collected from MW-2 and MW-6 in November 2016. Total manganese exceeded the 2L Standard of 0.05 mg/L in samples collected from MW-1, MW-2, MW-3, MW- 4, and background well MW-6 in the May and July 2016 groundwater sampling events. Total barium was detected in all of the wells sampled during all three 2016 monitoring events; however, concentrations exceeded the 2L Standard of 0.7 mg/L only in samples collected from MW-2 (May and July; no November sample collected). Background well MW-6 samples contained concentrations of total manganese that exceed 2L Standards in the May and July 2016 events; no November sample was collected. Samples from property boundary monitoring wells MW-7 and MW-8 continue to be within compliance of 2L Standards; total iron was not detected in either well during the 2016 sampling events.
