(AECOM) is submitting this memorandum on behalf of Blue Ridge Tissue Corporation to summarize groundwater monitoring activities conducted on April 13, 2017, at Blue Ridge Tissue Corporation’s facility located at 1427 Yadkin River Road in Patterson (Lenoir), North Carolina. AECOM gauged site monitoring wells MW-1 through MW-8 on April 13, 2017. Well locations are shown on Figure 1. Depth to groundwater and groundwater elevation data, as measured during the April 2017 event, are provided in Table 1. Groundwater elevations were similar to those measured during previous sampling events and ranged from approximately 1,312 to 1,239 feet above mean sea level. An analysis of groundwater flow direction will be provided in the annual groundwater monitoring report. Seven of the eight existing site monitoring wells were sampled during the April 2017 monitoring event; sampling was not required for well MW-5. Monitoring wells were purged and sampled using low-flow techniques utilizing a peristaltic pump at three of the wells (MW-1, MW-4, and MW-6) and a bladder pump at three wells (MW-3, MW-7, and MW-8). During purging of each well, water quality measurements were collected to evaluate well stabilization. Parameters for pH, specific conductance, temperature, oxidation-reduction potential, and dissolved oxygen were measured using a multi-parameter water quality meter (YSI 556) equipped with a flow-through cell, and turbidity measurements were collected using a portable turbidity meter (Hanna HI-98703). Once water quality parameters stabilized, a groundwater sample was collected in laboratory provided pre- preserved sample containers, labeled, and placed on ice. One well (MW-2) was purged dry using a disposable bailer because there was not enough water available in the well to allow use of a pump for purging. The sample from MW-2 was collected from the bailer into a laboratory provided pre- preserved sample container, labeled, and placed on ice. A duplicate sample was collected from well MW-4 for quality assurance purposes. The groundwater samples were submitted to Prism Laboratories, Inc. and analyzed for total iron, total manganese, and total barium. During purging at MW-4, a slight visible sheen was observed in the purge water. No odor was observed. Due to the slight nature of the sheen, observations of physical characteristics (i.e. whether the sheen broke apart when disturbed, as is typical of bacterial sheen) did not provide a conclusive indication as to the sheen’s origin. A sample was collected and submitted to Prism Laboratories for analysis of benzene, toluene, ethylbenzene, and xylenes (BTEX) and total petroleum hydrocarbons – diesel range organics (TPH-DRO) to assist in evaluating whether the sheen was from a petroleum or natural source. AECOM 2 Analytical data for the April 2017 event is shown in Table 2, and the laboratory report is provided in Appendix A. Consistent with data collected from previous sampling events, the following items summarize the data collected during the April 2017 groundwater sampling event:  Total iron exceeded the Title 15A North Carolina Administrative Code, Subchapter 2L Groundwater Quality Standard (2L Standard) of 0.3 milligrams per liter (mg/L) in samples collected from MW-1, MW-2, MW-3, and MW-4.  Total manganese exceeded the 2L Standard of 0.05 mg/L in samples collected from MW- 1, MW-2, MW-3, MW-4, and MW-6.  Total barium was detected in all of the wells sampled; however, concentrations exceeded the 2L Standard of 0.7 mg/L in samples collected from MW-2 only.  The sample from background well MW-6 contained total manganese at a concentration that slightly exceeded the 2L Standard. Total barium was detected in MW-6 at a concentration below the 2L Standard. Total iron was not detected above the laboratory reporting limit in MW-6.  Samples from property boundary monitoring wells MW-7 and MW-8 continue to be well within compliance of 2L Standards.  A visible sheen was present in monitoring well MW-4. BTEX and TPH-DRO samples were collected to determine if the sheen was from a petroleum source. No BTEX or TPH- DRO constituents were detected above the laboratory reporting limits, indicating that the sheen is not the result of a petroleum source. The sheen may be caused by iron bacteria in the well. Future 2017 sampling events are tentatively planned for July and November 2017, with a comprehensive annual groundwater report anticipated in December 2017.
