Dear Mr. Saunders,
I am writing in response to the Additional Information Request dated April 8, 2022 and received
by the City of Marion on April 8, 2022, via email. Please find all of the requested information
that can be provided by the City below and enclosed.
Requested Information from Section C.l:
Section C. l requested that the City provide a general timetable to accomplish a
comprehensive site assessment meeting the criteria listed in the section.
Accomplishment of this request requires that the comprehensive assessment be
performed by a qualified consulting firm experienced in environmental engineering and
performing site assessments. As explained in a letter, sent to the Water Quality Regional
Operations Section, ARO, in response to NOV -2022-LV-0130, the City is currently
preparing to request statements of qualifications from interested firms to provide
guidance and assistance to the City in the development of a plan of action for correcting
the violations of ground water quality standards as cost effectively as possible. The City
will also expect the firm to be qualified to perform or assist in performing the site
assessment being requested as a condition of the renewed permit. To date, we are in the
process of generating the Request for Qualifications document. We anticipate receiving
Statements of Qualifications by June 1, 2022, and selecting a firm by July 1, 2022. An
accurate timetable for accomplishing the comprehensive site assessment cannot be
provided until an agreement for consulting services is proposed to and accepted by the
City, but we anticipate being able to complete the site assessment within one to three
vears from the execution of an agreement, depending on the availability of funding and
length of time needed for the consultant to complete each task.
Requested Information from Section D.1:
Section D.I requested that the City provide an updated map showing the general
locations of all residuals surface disposal areas, including the three recently discovered
sites and pit number 11.
At this time, the City does not have enough information regarding the general locations
or general extents of all of the surface disposal areas to provide an updated map. We will
provide an updated map at such time as enough information is collected from the site
assessment, described in Section C.1., to generate an updated map showing the general
locations and extents of all of the residual surface disposal areas.
Requested Information from Section E.1.
Section E.1 requested that the City provide a historic timeline of operations for the
surface disposal units on the site, including the dates that each individual pit was
approved, when it was constructed, and the years that it was operational.
The City does not have this information and, therefore, cannot provide it. The limited
amount of historical information obtained by current City personnel was provided by
Division of Water Resources staff and contains gaps spanning many years. We do not
know the dates that each individual pit was approved, constructed, or was operational.
Requested Information from Section E.2:
Section E.2 requested that the City submit a plan for the proper closure and maintenance
of the new sites that were recently discovered.
At this time, the City does not have enough information about the recently discovered
pits to generate a plan for the proper closure and maintenance of the sites. In addition,
we need guidelines from the Division of Water Resources as to how to properly close and
maintain the sites. Once adequate information is obtained from the site assessment
discussed in Section C.1., we will generate a closure and maintenance plan in accordance
with DWR guidelines.
Requested Information from Section E.3:
Section E.3 requested that the City revise the O&M Plan to include a description of the
methane monitoring system used.
Please find the revised O&M Plan enclosed. The updated methane monitoring
information is located in Section IV on page 3.
