Typically when we return a project we hold onto the hard copies for a short period of time (in case there are any objections), but then we do not (our storage space is very limited). I personally do not recall receiving the May 2021 resubmission items, but it is entirely possible that they got delivered and then misplaced or went missing (we were all still mostly teleworking at the time). Good News – I didn’t officially close out this project in our internal tracking system. Like with the paper file, I keep the electronic file open for a little bit after issuing the project return (in case there are any issues since it is difficult to re- open a closed out project), but it does not appear that I ever finished formally closing it out in our internal tracking system. We also do not currently purge the electronic files that are uploaded to Laserfiche, so we have everything that was electronically submitted (you can look through the electronic file at the following link: https://edocs.deq.nc.gov/WaterResources/Browse.aspx?id=494276&dbid=0&repo=WaterResources) NOTE: Laserfiche is currently down so you cannot view these files at this time, but they will be there once it is back on-line. What Now? – You can provide a complete hard copy submission (containing all of the corrected/most up-to-date submission items since I currently don’t have any) and make sure that everything in the hard copy submission is also uploaded to Laserfiche. We can pick up with the review were we left off and I can provide a letter/email stating to disregard the 6/8/2021 project return letter. For future reference, you should have reached out to me closer to when I issued the project return letter since we do not keep the hard copies of returned projects on-file (if we did have the resubmitted items we no longer have them). If there was an issue of a missing/misplaced resubmission, it would have been easier to address closer to the resubmission date, not months thereafter. Per our records, we have submitted all requested updated documents (see attached and below). I believe the only outstanding 2 document is documentation concerning David Goracke as signatory. I have attached the most recent up-to-date submitted forms. I am concerned that these items may not have reached your desk.
