Also, with regard to the small orifice, you could have the orifice drawdown from below the water surface elevation of the small permanent pool near the outlet structure (reducing the amount of floating debris that would get caught in the orifice) or possibly design the outlet structure to use a weir instead of an orifice (that way, instead of the orifice clogging and “failing”, the weir would just “clog” an overtop). These things are supposed to be maintained somewhat regularly so any debris buildup around the orifice/outlet structure should be removed. Most drawdown orifices that I review are smaller than 3.0 inches (I don’t know, form an owner/operator’s perspective, how well they function, but they are fairly common). -Jim From: Dave Skurky <dskurky@aulickengineering.com> Sent: Wednesday, January 12, 2022 3:09 PM To: Farkas, Jim J <Jim.Farkas@ncdenr.gov> 2 Cc: Aiken, Stan E <stan.aiken@ncdenr.gov> Subject: RE: \[External\] RE: SW1210901; Asheville Regional Airport - Parking Lot D CAUTION: External email. Do not click links or open attachments unless you verify. Send all suspicious email as an attachment to Report Spam. Mr. Farkas, Two questions/requests: 1. Due to shallow bedrock (and therefore SHWT unknown and poor infiltration rate), many Primary SCM’s are not feasible. Please see list of Primary SCM’s applicable at airports. Before we proceed with the Dry Pond, can you preliminarily see these rationales and let me know if this suffices before we redesign and update all our reports, plans, etc.? Bioretention Cell requires 2ft of separation between its bottom and the SHWT along with a minimum of 2.5ft of soil underneath the surface layer. According to the soil report, bedrock was found 3ft below the surface. Therefore, with the required depth of soil and bedrock so shallow beneath the surface, a bioretention cell is not plausible. Infiltration System requires 2ft of separation between its bottom and the SHWT. According to the soil report, bedrock was found 3ft below the surface and a SHWT was not determined. Therefore, only one foot of stone would be allowed which is insufficient for an adequate infiltration system. Sand Filter requires 1-2ft of separation between its bottom and the SHWT along with a minimum of 1.5ft of filter bed + 1ft of sand above the underdrain pipe. According to the soil report, bedrock was found 3ft below the surface. Therefore, with the required about of filter bed + sand and bedrock so shallow beneath the surface, a sand filter is not plausible. Rainwater Harvesting this SCM is infeasible because the proposed project is only a parking lot that does not include a building, so roof drainage will not occur on the site. Permeable Pavement is not feasible with the amount of snow at this location. Airport maintenance requires salts and de-icers for safety precautions. The use of these additives is prohibited and therefore makes permeable pavement infeasible. Treatment Swale (Secondary) plausible Dry Pond (Secondary) plausible 2. The Dry Pond requires a draw down time of 2-5 days. Because our parking lot drainage area is so small (0.64acres), the 1yr storm volume is < 2,000cf. Drawing that down over 48hrs (or 40hrs according to Appendix E-4) will require a 0.8” orifice. That seems impractical to have anything that small. We try not to have orifices less than 3” for clogging purposes, even with track racks. My other idea would be to have 6-9” of ponding in the dry pond and use the natural infiltration of the underlying soil to calculate the 2-5day draw down time. What are your thoughts on those two options (<1” orifice vs draw down through natural soil)? Jim, We’re looking at the SHWT results this week but if we have any issue and cannot get the 2ft separation from bottom of bioretention to SHWT, we’ll need to explore other SCM options. According to this table in Appendix E-4, we can use a Treatment Swale or Dry Pond at airports, correct? if we follow the MDC, then is there anything else needed?
