I will be out tomorrow morning until like 10-10:30-ish. Please ask for Kieu Tran (919-707-3640) when coming to drop off
the package.
Kieu,
I’m expecting a hand-delivered package tomorrow. Please place it on my chair and I will get to it when I get in.

Perfect – the design storm depth and design volume were in a few spots so we’ve fixed them all.
William will drop off tomorrow, Wednesday, morning.

Yes, I think that the design volume is also shown on Line 2 of the Dry Pond Page of the Supplement-EZ Form. Change
that to 1,538 cf (in addition to making all of the changes you mentioned in your email) and that should address the issue.

Jim, you’re right. We used the Simple Method but somehow put in the wrong calc on SW-01. See below for what we
used and will put on SW-01:
If we change the calc at the bottom of SW-01 to show that. And then the Supplemental-EZ form changes will be:
17: change from 3 in to 1 in
18: change from 3684 cf to 1,538 cf
19: change from SCS Method to Simple Method

Design Volume: The provided design volume calculation uses the 1-year 24-hour storm event whereas we only require
the 1.0” storm to be treated. The provided calculation (using the 1-year 24-hour storm event) results in a design volume
for the SCM of 3,684 cf. This design volume is larger than the volume of stormwater that can be contained within the
SCM (The SCM only provides 1 ft of storage and has a storage volume of approximately 1,700 cf). Is there a particular
reason that the 1-year 24-hour storm event is being used to calculate the design volume? If not, can you change the
2
calculation on plan sheet SW-01 to use the 1.0” storm (NOTE: If using the NRCS method, we require it to be done
discretely (runoff volume for connected impervious areas and pervious/disconnected impervious areas are calculated
separately and then added together to get the total runoff volume, see Part B of the Manual for more info). You can also
use the Simple Method if you prefer) and change the Supplement-EZ Form as needed to show the revised design
volume?
Everything else was in order.
If you think a phone call/Teams meeting would be helpful, let me know.

Jim,
Does this one go to the bottom of the queue or since its only a few comments, it will be fit in? Thanks for any
information – the airport is very short on parking and would love to get started as soon as possible. Thanks!

Did you upload the electronic files for this project? They have been doing some Laserfiche updates so I’m not sure if they
came in or not.

Dave,
I was looking over the additional information you provided on 1/28/2022. Everything looks good except for a few small
issues:
Please correct the following:
The provided soil boring information (S&ME, Inc. subsurface exploration report for AVL Parking Lots, dated
6/25/2019) does not have any soil borings located in the “Lot D” area (boring A-5 is the closest boring, but it is
located across Airport Park Rd/Terminal Dr from the site) and the provided borings do not show a shallow
(approx. 3 ft deep) bedrock (the closest boring, A-5, is 10 ft deep and only encountered silty sand and sandy silt.
Please provide proof of the shallow bedrock located on-site.
There does not appear to be a provided design calculation for the design volume of the SCM (this value is shown
as 3,454 cf in the supplement-EZ Form, but it is unclear where this value came from).
Plan sheet SW-01 does not have a contour line for the bottom of the SCM (elevation 2154.0). Please provide this
contour line (it is shown on other plan sheets that are included in the calculations, such as the landscape sheets,
but no full-sized plan shows this).
Prior Comment 11 – Please delineate the drainage area to the SCM in the main set of plans. This item is required
per Section VI, 8o of the Application and 15A NCAC 02H .1042(2)(g)(iv). One of the reasons that we require this
information is to verify that the design volume calculations are correct and that the SCM is adequately sized.
Supplement-EZ Form, Dry Pond Page:
o Line 31 – Please add a note to the additional information section (Line 36) indicating that this is
acceptable per Part E-4 of the Manual.
o Line 32 – The outlet appears to be deigned in a manner to prevent clogging (perforated standpipe and
trash rack). This is an MDC.
Please provide the following:
1x hard copy and 1x electronic copy of verification of the shallow bedrock on-site.
1x hard copy and 1x electronic copy of design volume calculations (if putting this calculation on a plan sheet,
please provide 2x hard copies and 1x electronic copy of the revised plan sheet).
2x hard copies and 1x electronic copy of the revised plan sheets.
1x hard copy and 1x electronic copy of the revised page of the Supplement-EZ Form.
Hard copies should be mailed to me at the following address:
For FedEx/UPS:

Raleigh, NC 27604
For USPS:
Jim Farkas

Hand Delivery:
Please reach out to me prior to hand delivering a submission to make sure that I (or someone else in my group)
will be able to receive the submission. Do not leave the package in the foyer with the security guard.
NOTE: Hard copies should not be sent to a Regional Office. Doing so will delay the review process and the
submission package may be lost while being sent from the Regional Office to me in the Central Office.
Electronic copies should be uploaded at the following location:
5
https://edocs.deq.nc.gov/Forms/SW-Supplemental-Upload
Since these are really minor things, once I get the hard copies, anything else that may have changed from addressing
these issues, and the documents are uploaded to Laserfiche (Provided everything is still in order), we can issue the
permit without doing another formal 30-45 day review.
Let me know if you have any questions.

Good Morning,
The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater Management Permit Application
th
for the subject project on September 14, 2021. A review of that information has determined that the application is not
complete. Attached is a letter describing the items that need to be submitted. If you have any questions, please feel free
to contact me. My contact information is listed below.
