They have not returned my call. Based on some research I did yesterday, it seems there are a lot questions and lack of direction on MBTA and construction. I was able to find the guidance below on the FHWA website. I didn’t get a great ID of the birds, i’m thinking now they could be Swallows not Martin’s (can’t remember if they had a forked tail or not)but either way I think I’m going to go by the bridge tomorrow after the mitigation site visit to get a better look.
