This facility is currently permitted to discharge up to 0.32 MGD of treated wastewater to the North Toe River, a Class C-Trout water in the French Broad River Basin (Subbasin 040306). The proposed expansion is for a design capacity of 0.6 MGD. The proposed discharge location would remain the same, with a drainage area of approximately 10 square miles and an estimated summer 7Q10 flow of 3.3 cfs. According to the 1995 French Broad River Basinwide Plan, no dissolved oxygen (DO) problems have been documented in the subject subbasin, and there is no interaction between the few domestic discharges. Based on the available information, speculative limits for the proposed expansion are presented in Table 1 (attached). The only changes between the current permit limits and the speculative limits are: • Increase in monthly effluent flow from 0.32 MGD to 0.6 MGD • Change in monthly effluent ammonia limits from 6.0 mg/1 to 3.8 mg/l in summer, and from 17 mg,/1 to 10.0 mg/1 in winter. • Addition of weekly monitoring for dissolved oxygen in the effluent. The speculative limits presented here are based on our understanding of the proposal and of present environmental conditions. These speculative limits are not binding unless they become part of an issued NPDES permit. Response to a speculative limit request does not guarantee that the Division will issue the Town of Newland an NPDES permit modification to expand the discharge of treated wastewater into waters of the State. Nor can we guarantee that the effluent limitations and other requirements included in any permit will be exactly as presented here. In accordance with the North Carolina General Statutes, the practicable waste treatment and disposal alternative with the least adverse impact on the environment must be implemented. Non -discharge alternatives, such as spray irrigation or connection to a regional wastewater treatment facility, are considered to be environmentally preferable to a discharge. Therefore, prior to submittal of an NPDES permit modification, a detailed alternatives analysis must be prepared to assure that the environmentally sound alternative was selected from the reasonably cost- effective options. The proposed expansion will increase the average plant design capacity from 0.32 MGD to 0.6 MGD. New peak design flow will be 1.0 MGD. The location of the expansion will be at the site of the existing plant. The outfall is located at latitude 36° 05' 20" and longitude 81 ° 56' 57". The discharge is to the North Toe River.
