Will take out temperature footnote - facility is not a thermal discharge.
Standby power, including to the remote lift station, and dechlorination facilities were to be
required upon expansion. (Part III F & G and SR P. White 10/22/91)
Compliance inspection, 6/23/95, requested facility notify in writing by 7/21/95 the corrective
action they would take pertaining to obtaining a composite sampler.
Facility has dechlorination capabilities, do you know why they are having high chlorine
averages (100 ug/I 95-96 and 379 ug/l 94-95)?
Recon mend renewal of NPDES permit ith the about changes.

PERMIT
TO DISCHARGE WASTEWATER UNDER THE
NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM
In compliance with the provision of North Carolina General Statute 143-215.1, other lawful standards.
and regulations promulgated and adopted by the North Carolina Environmental Management
Commission, and the Federal Water Pollution Control Act, as amended,
Town of Newland
is hereby authorized to discharge wastewater from a facility located at the
Newland Wastewater Treatment Plant
Cow Camp Road
west of Newland
Avery County
to receiving waters designated as the North Toe River in the French Broad River Basin
in accordance with effluent limitations, monitoring requirements, and other conditions set forth in Parts I,
II, III and IV hereof.
The permit shall become effective January 1, 1997.
This permit and the authorization to discharge shall expire at midnight on December 31, 2001.

SUPPLEMENT TO PERMIT COVER SHEET
Town of Newland
is hereby authorized to:
1. Continue to operate a 0.320 MGD extended aeration wastewater treatment plant consisting of
influent pumps, two (2) aeration basins, two (2) clarifiers, sludge return, flow measuring and
totalizing equipment, a chlorine contact basin with dual chlorinators and dual dechlorinators, two
(2) aerobic sludge digesters, sludge drying beds, and standby generators for the influent pump
station and treatment plant located at Newland Wastewater Treatment Plant, on Cow Camp
Road, west of Newland, Avery County (See Part III of this Permit), and
2. Discharge from said treatment works at the location specified on the attached map into North Toe
River which is classified Class C-Trout waters in the French Broad River Basin.
