Division of Water Resources’ Central and Regional staff has reviewed the application package
received February 7, 2022. However, additional information is required before the review may be
completed. Please address the items on the attached pages no later than the close of business on May 19,
2022.
Please be aware that you are responsible for meeting all requirements set forth in North Carolina
rules and regulations. Any oversights that occurred in the review of the subject application package are
still the Applicant’s responsibility. In addition, any omissions made in responding to the outstanding items
in Sections A and B, or failure to provide the additional information on or before the above requested date
may result in your application being returned as incomplete pursuant to 15A NCAC 02T .0107(e)(2).

Please reference the subject application number when providing the requested information. All
revised and/or additional documentation shall be signed, sealed and dated (where needed), with an

A. Application (RWS-R 02-21):
1. Section VII – Related Permits was left blank. Is Seqirus no longer receiving reclaimed water from
Utley Creek WWTP (WQ0032289)?
2. Section IX – Utilization Fields was left blank. Is Seqirus no longer irrigating reclaimed water? It
is also unclear whether Seqirus will continue to utilize reclaimed water for cooling tower make-up
and boiler wash down. Please clarify the onsite conjunctive uses of reclaimed water.
3. Attachment I – Compliance Schedules listed that the existing permit does not have any conditions
listed in Section I of the permit dated March 21, 2017. The existing permit included a schedule
related to the permitted modification. Please revise the application accordingly.
B. Attachment I – Compliance Schedules:
1. The existing permit dated March 21, 2017 included a modification to increase the irrigation area
by 1.30 acres for a total of 24.85 acres of conjunctive reclaimed water irrigation area. Condition
I.1. of the permit required that an engineering certification be provided to certify that the 1.30 acre
modification was installed in accordance with the permit. Our office does not have record of the
engineering certification being submitted to satisfy Condition I.1. Has the modification been
constructed? If so, please provide a copy of the engineering certification for our records.
