Dear Mr. Tuvia:
The Town of Grover (Town), NPDES Permit NC0065242 (WQCSD 0024), has an
existing wastewater collection and package treatment plant that provides service to the
Town. The system can best be classified as a distressed system. The existing package
treatment plant is at or near capacity and the Town has joined with the City of Kings
Mountain and Cleveland County to solve the Town's wastewater treatment capacity
problems and to provide much needed sewer service along the I-85 corridor.
Joel E. Wood & Associates, PLLC (JEWA), the engineer for the City, and TGS
Engineers, Inca (TGS) have assisted the County, City and Town in seeking a regional
solution to the problem of limited wastewater collection and treatment capacity in the
southwest portion of the County. After reviewing various alternatives, the group believes
the best alternative is to provide a stand-alone wastewater collection and treatment
facility in the service area that can meet the current and long-term needs for wastewater
collection and treatment. The plan would provide a major collection line to provide
gravity sewer service along the I-85 corridor from Kings Mountain Boulevard (Exit 5) to
the Town of Grover and construct a new 4.0 million gallon per day wastewater treatment
facility that can be expanded to 6.0 million gallons per day.
The new gravity sewage collection system would be constructed to provide sewer access
along the I-85 corridor from Kings Mountain Boulevard (Exit 5) south to the Town of
Grover Exit. The proposed collection system would consist of 36", 24", 12" and 10"
gravity collector lines, one lift station and 30" force main that would terminate at a new
four million gallons per day wastewater treatment facility to be located on Dixon Branch
near the North Carolina / South Carolina State Line. This collection system would
eliminate one existing package treatment facility (NPDES Permit # NC 32867) which is
under consent order.
A new lift station would be constructed at the existing Town's wastewater treatment
facility which would pump the wastewater in a 10" force main to a new 12" gravity sewer
line to be constructed from U.S. Highway 29 cross country to a new lift station near the
North Carolina / South Carolina State Line then pumped in a new 12" force main to the
new wastewater treatment facility. The Town's discharge (NPDES Permit #
NC0065242) would be eliminated and the package plant closed out in accordance with
North Carolina requirements. This will increase the Town's capacity by 300 percent
giving the Town the ability to serve the current and future needs of the Town. Included
in the project is the upgrade of two existing lift stations that have exceeded their useful
life.
The proposed project has been funded and the project is schedule for completion within
the next thirty (30) months. The Town will keep you informed as we move forward with
the permitting and construction of this project. After years of searching the Town has
with the help of the City of Kings Mountain and Cleveland County found a solution to
the Town's problems with their wastewater treatment system. Should you have any
