December quarterly report as required by SOC section 2 (b) 8. We have had several NOVs during this
time because of limited ability to remove sludge from the plant. We have had to repair our secondary
clarifiers siphon system several times. When these having to be taking offline due to breakage, it takes
several days to weeks to remove excess sludge. This is due to the siphons inability to remove sludge
quickly. The way this system operates makes it impossible to control the speed of the RAS or the sludge
removal. When we have this build up of sludge in the plant due to belt press failure, clarifier failure or
other operational challenges, any moderate rain event pushes those solids through the plant and
ultimately to the receiving stream.
WE placed the upgrade project out to bid and bids were opened. The low bid was received from Harper
construction for almost 27 million dollars. This exceeds our loan preapproval. Value engineering will be
conducted by McGill with Harper Construction to reduce this number.
