The North Carolina Division of Water Resources conducted an inspection of the Broad River Water
Authority DCAR Annual Report on 4/14/2022. This inspection was conducted to verify that the facility is
operating in compliance with the conditions and limitations specified in Non-discharge Permit No. WQ0035576.
The findings and comments noted during this inspection are provided in the enclosed copy of the inspection
report entitled "Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required.

Inspection Summary:
Mikal Willmer, with the Asheville Regional Office, conducted a review of Broad River Water Authority’s (BRWA) DCAR
Annual Report on April 14, 2022. This review was conducted to determine whether the facility processed and monitored all
residuals in compliance with Permit No. WQ0035576.
BRWA distributed approximately 404.3 dry tons of residuals in 2021.
Pathogen and Vector Attraction Reduction are not required for water treatment plant residuals provided they do not meet the
definition of “Biological Residuals”.
Metals, Nutrients and Pollutants of Concern: Required quarterly based on tons distributed; however, the entire tonnage is
typically distributed within the span of one month. There is no additional benefit, and it is often not possible to collect
samples every quarter due to the nature of the process. The permittee should ensure however that the sampling event is
representative of the entire tonnage distributed. All parameters appear to have been sampled as required by permit. SAR is
below 10 and the pollutants are below ceiling and monthly concentration limits for Class A residuals.
Non-Hazardous Waste Characterization: Required once per permit cycle. TCLP, corrosivity, reactivity and ignitibility will be
due before the permit expiration in 2027.
