The North Carolina Division of Water Resources conducted an inspection of the Town of Maggie Valley’s
DCAR Annual Report on 4/18/2022. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in Non-discharge Permit No. WQ0010615. The findings
and comments noted during this inspection are provided in the enclosed copy of the inspection report
entitled "Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required.

Inspection Summary:
Mikal Willmer, with the Asheville Regional Office, conducted a review of the Town of Maggie Valley’s 2021 DCAR Annual
Report on April 18, 2022. This review was conducted to determine whether the facility processed and monitored all residuals
in compliance with Permit No. WQ0010615.
The Town distributed approximately 164 dry tons of Class A Compost to customers in 2021 for use as an amendment to
pasture/hay fields.
Pathogen Reduction (PR): PR is met via fecal coliform density reduction below 1,000 MPN/g and through Alkaline Treatment
(Option B). The pH appeared to above 12 for a minimum of 72 consecutive hours and remained above 52°C during that time.
%TS is analyzed quarterly and indicates the residuals are air dried to greater 50% before distribution. Fecal samples are
collected quarterly. All reported fecal results are less than 1,000 MPN/g. It is recommended multiple fecal samples are
collected over a two-week period to obtain a better representation of the residual’s quality. Staff should verify the pH
correction factor is being recorded on the bench sheet consistently.
Vector Attraction Reduction (VAR): VAR is met via Alkaline Stabilization (Option 6). Staff record the initial pH after the
addition of lime and then approximately every 22 to 24 hours. Submitted data indicates the pH is remaining above 12 for
over 24 hours. Staff note no additional lime is being added to the piles.
Metals, Nutrients & Pollutants of Concern: Values were below the monthly and ceiling concentration limits for Class A
products. All metals and nutrient parameters were analyzed per section IV.3 of the permit. PAN & SAR balances are being
calculated and maintained. The SAR for 2021 is below 10.
Non-Hazardous Waste Characterization: The non-hazardous waste characterization is required annually. TCLP, corrosivity,
reactivity and ignitibility appear to be in compliance with regulatory requirements.
