The applicant proposes to perform maintenance excavation within the existing boat basin and access channel to connect with the federally maintained AIWW. The access channel has existing coastal wetlands that would be impacted with maintenance excavation. The project also includes a small area of new excavation within the established boat basin and waterward end of the access channel. RAWLS Director MEMORANDUM: Cameron Luck, Assistant Major Permits Coordinator Kimberlee Harding, NCDMF Fisheries Resource Specialist SUBJECT: Joseph and Sandra Kittinger- maintenance dredging of boat basin and channel DATE: April 06, 2022 A North Carolina Division of Marine Fisheries (DMF) Fisheries Resource Specialist has reviewed the CAMA Permit application for proposed actions that impact fish and fish habitats. The applicant is proposing to perform maintenance excavation within the existing boat basin and access channel to connect with the federally maintained AIWW. The access channel has existing coastal wetlands that would be impacted with the maintenance excavation. The project also includes a small area of new excavation within the established boat basin and the waterward end of the access channel. The adjacent waters of the Wrightsville Recreation Area/ AIWW are classified SB by the Division of Water Resources and are designated as Secondary Nursery Area but are not designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries and they are closed to the harvest of shellfish. The NCDMF does not have any concerns with the maintenance dredge component of this project, including the excavation of 400 ft2 of coastal wetlands. However, the Division does not see the purpose or need of the proposed new excavation within the basin and entrance channel. The Division recommends the applicant only perform dredging within the maintenance excavation footprint. The Division also recommends that the any live shellfish identified within this impact area should be relocated to a nearby area in the same vertical distribution along the water column. In the past, raking shellfish away from the impact area to surrounding areas where shellfish are present, transporting to non -dredged areas within the project area where oysters are present, or relocation to natural shoreline to protect marsh within the project area where oysters are present have been utilized and proven effective.
