Director
I am writing in response to your letter of June 24 in which you requested reduced instream
monitoring. Your monitoring requirements were outlined correctly in the NPDES permit. Since
you are immediately upstream of High Rock Lake which has nutrient problems, frequent nutrient
monitoring was included in the NPDES permit. However, I will allow reduced nutrient monitoring
during the winter months. By this letter your NPDES permit monitoring requirements have been
changed as follows: (1) Monitoring for TKN, nitrate -nitrite, orthophosphorus, and total
phosphorus may be reduced to monthly from October 1 to April 30 at your upstream sampling
site at Abbotts Creek at 1-85 and at your downstream monitoring site on Abbotts Creek at Highway
47. (2) Instream BOD5 monitoring may be dropped at all sampling sites. I have attached a table
which outlines the sampling sites, what parameters should be sampled, and the frequency of
sampling. Please attach this letter to your copy of your NPDES permit.

Dear Mr. Ingram:
I am writing in response to your letter of May 8 in which you requested a reduction in instream
sampling. The data that Thomasville is collecting along with that collected by High Point and
Lexington are necessary to delineate existing water quality impacts within the receiving waters and
will be invaluable to the Division of Environmental Management (DEM) in developing a water
quality management plan for the Rich Fork/Hamby/Abbotts Creek basin.
Although I understand how staff shortages may make it difficult to perform all job duties, I will not
waive monitoring at any of the sites at this time. As you are aware, the increased monitoring
requirements are a direct result of the City of Thomasville's request for a WWTP discharge into Rich
Fork Creek. Since the assimilative capacity of the basin is limited, the monitoring data will enable
the Division to continue to assess the existing facilities impacts to the receiving waters. In addition,
adequate stream data must be available before any proposed discharges or facility expansions can be
considered.
However, upon staff review of the City's daily monitoring reports (DMRs), it was noted that
samples are being collected throughout the year at each site. It was the intent of the monitoring plan
to require sampling at all five stations only during the summer months. By this letter your NPDES
permit monitoring requirements have been changed as follows: (1) During the winter, sampling
should occur on Hamby Creek at Baptist Children's Home Road and on Hamby Creek at SR 2017.
(2) BOD5 monitoring can be dropped at each of the sites. I have attached a table which outlines the
sampling sites, what parameters should be sampled, and the frequency of sampling.
After the monitoring results have been submitted for this corning summer, Thomasville may again
request that the sampling plan be re-evaluated. At that time, I will have my staff determine whether
there is enough information in the basin to remove some of the sampling sites.

Dear Mr. Sarfrit:
The City of Thomasville is requesting a reduction of downstream
sample points. We are now sampling at up -creek Hamby and Down -
creek at -three locations. They are; 1. Hamby Creek at NCSR 2025,
2. Hamby creek at NCSR 2017, and 3. Abbotts Creek at 2010.
Additionally we are sampling Jimmy Creek at NCSR 2020.
The City has collected over two years of data on these locations
and Thomasville also performed a creek assessment on the Abbotts
creek basin in-1990. We feel we have collected enough background
data on these locations.
'The reason we are making this request is due to a reduction in
staff. The City was operating the lab with three employees, and
two of them are now gone. With a hiring freeze on we are now short
handed. After talking with Mr. Mike Mickey about this he suggested
that we make a former request to reduce our sample points. We hope
that you will take this into consideration and drop three of the
down stream sample points. This is a list of the ones we hope you
will review. 1) Hamby Creek at NCSR 2017. 2) Jimmy Creek at NCSR
2020. 3) Abbotts Creek at 2010.
We realize the importance of the Nutrient analysis of the basin.
We also realize a new NPDES permit will have to be applied for and
issued if this request is to be granted. With two years of data on
hand we hope you will consider our request and let us Know soon as
possible your decision. Thank you for your time and effort.
