US Biosolids, Residuals Land application Program
Permit No. WQ0037135

Dear Mr. Key:
Division of Water Resources staff Caitlin Caudle completed a review of the 2021
Residuals Annual Report. This review showed noncompliance with the subject permit.
The following deficiency was noted:
1. Based on the information provided in the 2021 Annual Report, the total dry
tonnage applied for the source Town of North Wilkesboro Thurman Street
WWTP was over the permitted limit. The dry tonnage applied based on the
annual report was 234.27 ton. The permitted amount for this facility is 218
dry tons per year. If application activities are expected to be greater than
218 dry tons per year moving forward, please submit a permit
modification application to increase the permitted dry tons for this
facility.
The following items of concern were noted:
A. Fields WK-BP-2, WK-BP-3, WK-LW-1, and WK-LW-2 all had the incorrect soil
series listed. The soil series listed in Attachment B is FcB2.
B. RU-LB-3 had the incorrect acreage listed. The permitted acreage listed in
Attachment B is 3.3 acres.
C. pH for the City of Belmont WWTP was not listed on the Annual Residuals
Sampling Summary Form, but it was listed in the lab reports.
D. All crops were listed as fescue, but hay or pasture was not specified. Per
Permit Condition 11.12 "when residuals are land applied to grazed pasture,
hay crop realistic nitrogen rate shall be reduced by 25%." Moving
forward, be sure to apply the 25% application rate reduction to all
appropriate grazed fields.
