Dear Permittee:
The North Carolina Division of Water Resources conducted an inspection of the Town of Waynesville’s
Class A Residuals Annual Report on 4/13/2022. This inspection was conducted to verify that the facility is
operating in compliance with the conditions and limitations specified in Non-discharge Permit No.
WQ0013116. The findings and comments noted during this inspection are provided in the enclosed
copy of the inspection report entitled "Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required.

Inspection Summary:
Mikal Willmer, with the Asheville Regional Office, conducted a review of the Town of Waynesville’s 2021 DCAR Annual
Report on April 13, 2022. This review was conducted to determine whether the facility processed and monitored all residuals
in compliance with Permit No. WQ0013116.
The Town appears to be operating the program in compliance with all requirements of their DCAR Permit. The Town reported
“no distribution” for 2021 and has not distributed since 2019 due to issues with solids handling equipment. Approximately
441.8 dry tons of residuals were hauled to the White Oaks Landfill located at 3898 Fines Creek Rd in Waynesville. The
Town has indicated they only plan to process Class A residuals as requested by customers. It currently costs the Town
more to generate a Class A product than to dispose of in the landfill.
