The North Carolina Division of Water Resources conducted an inspection of the City of Hendersonville’s
DCAR Annual Report on 4/13/2022. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in Non-discharge Permit No. WQ0011381. The findings
and comments noted during this inspection are provided in the enclosed copy of the inspection report
entitled "Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required.

Inspection Summary:
Mikal Willmer, with the Asheville Regional Office, conducted a review of the City of Hendersonville’s 2021 DCAR Annual
Report on April 13, 2022. This review was conducted to determine whether the facility processed and monitored all residuals
in compliance with Permit No. WQ0011381.
The facility appears to be in compliance with all requirements of their DCAR Permit. The City reported “no distribution” for
2021 and has not distributed since 1998 due to nuisance issues using lime in a populated area. Approximately 732.4 short
dry tons of residuals were hauled to the White Oaks Landfill located at 3898 Fines Creek Rd in Waynesville. As a reminder,
the City is currently permitted to distribute 0 dry tons of residuals annually. A permit modification would need to be
submitted to the Non-Discharge Permitting Unit before distributions resume.
