The North Carolina Division of Water Resources conducted an inspection of the City of Morganton’s DCAR
Annual Report on 4/13/2022. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in Non-discharge Permit No. WQ0002127. The
findings and comments noted during this inspection are provided in the enclosed copy of the inspection report
entitled "Compliance Inspection Report".

There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required.

Inspection Summary:
Mikal Willmer, with the Asheville Regional Office, conducted a review of the City of Morganton’s 2021 DCAR Annual Report
on April 13, 2022. This review was conducted to determine whether the facility processed and monitored all residuals in
compliance with Permit No. WQ0002127.
The City distributed approximately 717 metric dry tons of Class A Compost to local businesses and individuals in 2021. All
customers were provided with a utilization agreement listing the requirements for proper use of the residuals. Noncompliant
piles from 2018 and 2019 were disposed of in the Foothills Landfill.
Pathogen Reduction (PR): PR is met via fecal coliform density reduction below 1,000 MPN/g and through PFRP (Option E)
composting. The statically aerated piles appeared to exceed 55°C for at least three consecutive days. The City is currently
collecting five fecal samples over a two-week period as the final product pile is being constructed. It was noted during the
review that a couple of the reported fecal coliform results are reported as a greater than values. It is advisable the permittee
avoid relying on these values for permit compliance if multiple greater than values are reported during a single sampling event
as the actual coliform density cannot be determined.
Vector Attraction Reduction (VAR): VAR is met via the 14-day aerobic process (Option 5). All constructed piles appeared to
exceed 40°C for at least 14 consecutive days and had an average temperature that exceeded 45°C.
Non-Hazardous Waste Characterization: Required once per permit cycle. Completed in June of 2018.
Metals, Nutrients & Pollutants of Concern: Values were below the monthly and ceiling concentration limits for Class A
products. Continue to monitor Zinc levels as it was approximately half the monthly limit in 2021. Nutrients and metals were
sampled quarterly.

PAN & SAR: PAN balances are being calculated and maintained quarterly. SAR values for 2021 are below 10.
Permit Renewal Reminder: As a reminder, the permit expires February 28, 2023, and the permit renewal application is due
no later than September 1, 2022.
