As has been described in previous communications, the permittee must submit a complete application requesting issuance on a new Authorization to Construct. I represent James Rice, the owner and operator of the Northview Mobile Home Park. Mr. Rice communicated previously with Brianna Young about this matter. I understand Ms. Young is no longer with the Division of Water Resources. I have attached an e-mail from Ms. Young and a copy of the NPDES Permit.We acknowledge the language in A. 2 about an authorization to construct, however, this facility is already sized to treat up to .050 MGD. Section A. 4. of the permit refers to instream assessments and notes that if the assessment determines " ... that the pemitted discharge from the facility is not causing stream degradation resulting in water quality standards, which determination shall not be unreasonably withheld, then DWR will grant Permittee dishcharge of up to 0.05 MGD provided the facility is being operated in a manner such that is it compliant with its permit. " It is my understanding the stream assessments were done several years ago, and no water quality standards violations were detected. On behalf of Mr. Rice, I would request that the Northview Mobile Home Park be allowed to discharge up to 0.050 MGD. Thanks for your help, and please let me know if you have questions.
