Compliance Tinieframes:
if the sludge level is equal to or higher than the stop pump level of the lagoon or if the sludge level results in
an elevated waste analysis, a sludge management plan that meets the requirements of SB Interagency
Group Guidance Document 1.26 must be prepared by a technical specialist and submitted to D3WR within 90
days. Work to reduce the sludge level must begin within another 180 days. Compliance with MRCS
Standard 359 must be achieved within two years of the original sludge survey
If the sludge level is non -compliant but below the stop pump level of the lagoon, a POA must be filed within
90 days and compliance with NRCS Standard 359 must be achieved within two years of the original sludge
survey indicating non-compliance. If future sludge surveys do not show improvement in sludge levels, OWR
may require the owner to develop a sludge management plan that meets the requirements of SB
Interagency Group Guidance Document 1.27.

1) Sludge Management Plan (tin aocordancewith NRCS Standard 359, Sludge Management Guidance): Continue
current lagoon management and monitoring of sludge as long as:
A) the sludge level is less than the slop pump level of the lagoon,
Bjnutrient values of the lagoon effluent are within the normal operating range,
C) there is no noticeable increase in lagoon odor.
D)a minimum 2 5 ft deep zone, free of sludge, at the pump intake is maintained, and
E) nutrients applied from lagoon are properly accounted for in the application plan {hJUP).
2) Sludge Removal -Within 90 days of not maintaining the items listed in the above sludge management plan, one of
the following options will commence:
A) Mechanical Removal by Pump and Haul - a sludge utilization/application plan will be developed that identifies land in
the vlc nity of the lagoon that wit' allow for the application of Me agitatedrrnixed sludge layer of the lagoon_
Implementation of the plan will commence within another 180 days Records will be kept of these applications as
required by the permit
t3) Mechanical Removal by Dewatering • sludge will be removed by dredge or lagoon agtator pump then mixed with
polymer and pumped into geotextile tubes (bags) for dewatering, as out ined in the Management Plan or the Distribution
of Animal Residuals Solids Permit, OW90037487. After curing for approximately 6 months solids wi1 be distributed
within 2 years either
i) as a Class A material in accordance with permit #WQ0037487, or
ii) if the solids do not meet Class A standards, in accordance with a sludge utilization/application plan for
land application.

compliance with regard to sludge accumulation must be achieved within two yearn of the original sludge survey
