Jamey McEachran fires April 11, 2022 Ms. Katie Merritt NCDEQ — Division of Water Resources 512 N. Salisbury Street, Archdale Building 9th Floor Raleigh, NC 27620 3600 Glenwood Avenue, Suite 100 Raleigh, NC 27612 Corporate Headquarters 6575 West Loop South, Suite 300 Houston, TX 77401 Main: 713.520.5400 RE: Wolf King Riparian Buffer and Nutrient Offset Mitigation Project (DWR #2020-1149 V2): Task 2 (Earthwork, Planting, and Installation of Monitoring Devices Completed) — 20 Percent Credit Release Ms. Merritt, Resource Environmental Solutions, LLC (RES), a wholly -owned entity of Environmental Banc and Exchange (EBX, LLC) is pleased to inform you that mitigation earthwork, planting, and installation of monitoring devices has been completed at the Wolf King Mitigation Project. Monitoring devices include seven vegetation plots in the buffer/nutrient mitigation areas. This letter is being submitted to request the release of credits associated with Task 2 as described in the RES 2021 Neuse Umbrella Mitigation Banking Instrument for nutrient offset and buffer mitigation credit. To support your review and approval of the release of Task 2 credits, the following are included with this letter: - Short summary of activities completed as required per the approved BPDP - Figures representing all riparian restoration, riparian enhancement and riparian preservation activities where applicable; - A map showing the vegetation plot locations - Detailed Planting Plan information - Photos of the site, including vegetation plots and completed easement marking and invasive species treatment Short summary of Activities Completed: Trees were planted on March 8th, 2022 and As -Built Site work was conducted on March 15th. During as -built set-up, nine planted tree species were recorded, and the plots yielded an average of 694 stems per acre (Table 3). There were no changes to the planting plan of bare root species. The only change to the planting plan was that the site was too wet during construction to conduct the no -till drilling that was proposed before the planting crew was to be onsite. Therefore the site was broadcast seeded instead of no -till drill seeded. The easement is marked with conservation easement signs that include the longterm steward, restricted activites and contact information attached to t-posts every 100 feet (photos included). The total planting area for the site was 8.23 acres and was limited to restoration and nutrient offset areas. Within the preservation areas some invasives species were sprayed or cut and sprayed (March 14th). res.us A Baseline Monitoring Report will be submitted within the next week. No major modifications from the approved Wolf King Riparian Buffer and Nutrient Offset Bank Parcel Development Plan were made during site construction. As we had survey completed prior to submitting the final bank parcel development plan we do not expect any deviations to the buffer and nutrient credit amouns. However, if any other deviations discovered as a result of the as -built work they will be included in the baseline report that will be submitted to support the release of credits associated with Task 3. Should you require further documentation, please let us know. Finally, we anticipate a site visit to be required for the release of Task 2 credits. We will be in touch to schedule this with you.
