The North Carolina Division of Water Resources conducted an inspection of the West Bay WWTP on
4/05/2022. This inspection was conducted to verify that the facility is operating in compliance with the
conditions and limitations specified in Non -discharge Permit No. WQ0024023. The findings and
comments noted during this inspection are provided in the enclosed copy of the inspection report
entitled "Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required. If you should have any questions, please do not hesitate to contact Bryan

A compliance inspection of the West Bay Wastewater Treatment Facility (WWTF) was performed on Mj 5, 2022. The
facility is located at 146 West Bay Circle, Harkers Island, Carteret County, North Carolina. The purpose of the inspection
was to verify that the facility is operating in compliance with the conditions and limitations specified within Permit
WQ0024023. Access was provided by Mr. Michael Laws prior to the inspection, and although he was not present during the
inspection discussions were held with him prior to and after the inspection.
The current permit which expires 9/30/2026, provides for a Phase I, 10,080 gallon per day (gpd) wastewater treatment
system with high -rate drip infiltration area. The permit also provides for a Phase II, 10,080 gpd wastewater treatment
system with high -rate drip infiltration system which has not been installed. According to Mr. Laws, Phase II will not be
constructed and Phase I will likely be razed within the next year. An inspection of the system indicated that the system
did not appear to have been operational and based on prior inspections, the system does not appear to have ever been
placed into operation. Although water was observed within the flow equalization basin, aeration basin and effluent pump
tank, the water was likely accumulated rainwater as it was clear and did not have any odor. The chlorine contact chambers
were found to have been dry.
Wastewater from existing homes on Westbay Circle is reportedly piped to the Harkers Commons WWTP, located at 300
Island Road, Harkers Island. The Harkers Commons WWTP is permitted and regulated by the NC Division of Public Health,
On -site Water Protection Branch.
A review of monitoring records indicates that the system has not had any violations since the last inspection, which was
performed on 7/28/2020. Mr. Laws was reminded that actions should be performed to maintain the system, assuming it is
to be used in the future. These activities should include cutting vegetation, making sure all structures remain secure
(including monitoring wells) and capable of functioning in the event they are needed in the future - including but not limited to
the emergency generator. In addition, Mr. Laws was reminded that activities would be required prior to activating the
system, including ensuring there are no breaks in the drip irrigation system, ensuring that flow meters are properly
calibrated, providing proof of final certification and contacting the Wilmington Regional Office prior to startup.
The facility is generally compliant with the discharge Permit WQ0024023, with the stipulations mentioned above. Please

Reason for Visit: Routine
Comment: Potable water for the area is provided by the Harkers Island Sanitary District, which derives its
water from two wells located on the island. All three monitoring wells (i.e. MW-1, MW-2 &
MW-3) located in the vicinity of the wastewater treatment plant were inspected during the reent
site visit. All monitoring wells were constructed as stick up wells with secure outer covers and
concrete pads.
