Corolla Bay Project Narrative ~` ` " Site Background The Corolla Bay Project involves the newly created Corolla Bay Subdivision. The project includes the construction of bulkhead, and rip-rap shoreline stabilization, as well as the construction of two piers for the community use of the residents, property owners and guests of the Corolla Bay Subdivision. For the purposes of this appfcation, no roadway work, filling of adjacent wetlands or other development associated with this subdivision will be located within any CAMA AEC's. Both Stomtwater and Erosion Sedimentation Control PermitslApprovals have been issued for this subdivision. The purposes of this application are solely to obtain permit authorization for the construction of the two referenced community piers & the proposed shoreline stabilization. No filling of USACE jurisdictional or other wetlands is proposed at this time associated with this proposal & CAMA Major Development Permit Application. Ownership and development of the waterfront portion of the Corolla Bay Subdivision is actually made up of two separate partnerships, the Corolla Soundside, LLC and the Corolla Bay, LLC. Both partnerships have agreed to be CAMA Major Permit co-applicants. For the purposes of this CAMA Major Permit Application, the project will be referred to as the Corolla Bay Project. The Subdivision is located just north of the Monteray Shores Subdivision along the Currituck Sound. The Subdivision will eventually include 121 individual lots. At the present time, Currituck County has only approved lots located in the Corolla Soundside, LLC & Corolla Bay, LLC portions of the Subdivision. These are the only portions of the Subdivision located along the Currituck Sound & are the only portions of the Subdivision associated with this application. Approximately 20 acres of the Subdivision will be left in Open Space. Most of this area consists of marsh along the shoreline & stormwater retention areas. It is estimated that over 3,000 If of shoreline exists along the Subdivision waterfront. Approximately 2,300 ff of the shoreline is vegetated with USACE (U S Army Corps of Engineers) and / or CAMA jurisdictional wetlands including Acer rubrum, Pinus taeda, Myrica cerifera, Iva frutescens, Baccharis halimifolia, Smilax spp., Spartina cynosuroides, Spartina patens and Typha spp. Some USACE jurisdictional wetlands are located within the interior portions of the property. Upland areas are vegetated with Quercus virginiana and upland grasses, as well as much of the same above referenced vegetation. Other portions of the Subdivision's interior are also vegetated with wetland species. A wetland plat was prepared for the site on April 5, 2005. A USACE signed copy has been submitted with this application, signed by the USACE on December 28, 2005. It should be noted that currently the applicants are in the process of resolving cumulative impacts concerns with the USACE & NC Division of Water Quality. Since the above referenced plat was approved there have been some USACE jurisdictional wetland revisions concerning wetlands located within the property's interior. However, no revisions have been made to wetlands directly along the Currituck Sound & within this project's shoreline stabilization alignment areas. A large pond is also located at the north end of the Subdivision. Although the pond is close to the waters of the Currituck Sound, a narrow wetland fringe separates the pond waters & the Sound. The land adjacent to the shoreline is an average of 2.5 ft above the NWL. The property owners estimate that an average of 5.5 ft of shoreline, with over 10 ft in some areas, has eroded away in the last year along the shoreline. These losses include both upland and wetland shoreline areas. These losses resulted primarily from storms uprooting & blowing over large trees along the un-stabilized shoreline. CAMA General Permit 42132- A was issued on August 18, 2005 for the construction of 500 ff of bulkhead shoreline stabilization. No work was undertaken authorized by this permit. The bulkhead alignment authorized by this permit did not allow for a straight alignment that would minimize the significant escarpment differences from shoreline losses as described above. In addition, this permit did not provide authorization of the total length of upland shoreline area. Corolla Bay Project Narrative Page 2 _~ _. ... Cis, Shoreline Stabilization Proposal It is the intent of this application to provide for bulkhead shoreline stabilization that will result in a somewhat straight alignment. A 2 ft average bulkhead alignment that might be offered under the typical conditions associated with a CAMA General Permit alignment will result in the loss of additional shoreline & large trees, or result in an alignment with many comers & angles. It is requested that an alignment be authorized with an average distance of 5.5 ft beyond the NWL with a maximum of 10 ft waterward along the shoreline. The NWL is currently an average of 8.5 feet west of the existing erosion escarpment. This alignment will commence at the southea orner of the site, connecting to the existing neighboring bulkhead structure. The alignment will extend approx. ft to the north & this portion of the alignment will then end with a return r_ wall. The alignment will then skip over approximately 30 ft in order to avoid the filling of existing USACE jurisdictional ~~ wetands. A second return will be constructed above & north of this wetland area & the alignment will then commence ~~, approximatelt 6 5 S -~}. ~ to the north. A third return wall will be placed at the north end of the structure, above any adjacent wetlands. It is also the intent of this application to request approval to place rip-rap rock material waterward of the proposed bulkhead an average of 7 ft. It is estimated that the proposed rip rap alignment will extend a total length of approx. 720 ft along NWL. A small portion of this rock alignment will skip across the 30 ft wide wetland area described above. It is the goal of this shoreline stabilization proposal to avoid the filling of any vegetative wetland areas along the alignment & backfill areas associated with this shoreline stabilization project. This bulkhead proposal will result in the filling of 3,932 sf of public trust water bottom to accommodate the bulkhead alignment. The rip-rap alignment will cover another 5,005 sf of water bottom. It should be noted that although the rock will displace this area of water bottom, due to the considerable greater surface area of the rip-rap rock material as compared to a fiat water bottom surface, a signficant amount of square footage of surface area will be provided for water resource habitat Water Access Proposal ~0 ~'~Q This application also proposes to place two 80 ft long piers with 20 ft bye ft platforms at the end of both structures. The V~`~'," pier structures will be aligned along two dedicated water access, platted easements that have been approved by Cumtuck ,~~pb County. Each platform will include a 20 ft by 12 ft gazebo and a 20 ft by 8 ft drop down platform for canoe and kayak launching. Pier # 1 will be located at near the south end of Cruz Bay Lane between lots 44 and 45. A gravel and / or mulch path will run from the road to the shoreline and connect to the pier with a short wooden walkway to connect to the pier structure... ~~~ Pier # 2 will be located on the northern-most easement at the north end of Cruz Bay Lane. The access (and easement) for this pier commences between lots 10 and 11 in a northern direction and intersects a second easement between NC 12 and the Currituck Sound. This access will also include approximately 400 If of 6 ft wide elevated walkway across aR pp 1QNd5~ q N existing pond, wetlands and marsh to access the pier. A portion of this walkway will cross an existing pond. All portions of the walkway and pier that cross over any wetlands will be elevated a minimum of 3 ft above the existing marsh or wetland grade as measured from the bottom of the walkway decking. It should be noted that Pier #2 alignment will angle to the south where the walkway intersects the shoreline. The easement & pier alignment for this structure was approved by the County as part of prior negotiations when Currituck County was conveyed the adjacent property from the Corolla Bay, LLC. Since the water depths along this shoreline are extremely shallow, these piers will be used for pedestrian and kayak I canoe access. These structures will shade approximately 1,760 sf of public trust water bottom.
