Director William Keith Tankard 431 Craven Street Bath, North Carolina 27808 NORTH CAROLINA Environmental Quality April 06, 2022 DWR # 1986-0237 v2 Beaufort County Subject: REQUEST FOR ADDITIONAL INFORMATION William "Keith" Tankard - 431 Craven Street, Town of Bath — proposal to install +/- 100 linear feet of vinyl bulkhead an average of 2'3" waterward of NWL with backfill behind bulkhead. Dear Mr. Tankard: On March 22, 2022, the Division of Water Resources (Division) received a copy of your CAMA Major application requesting a 401 Water Quality Certification from the Division for the subject project. The Division has determined that your application is incomplete and cannot be processed. The application is on -hold until all of the following information is received: 1. Avoidance and Minimization of Impacts A previous certification (DWR Project #1986-0237 version 1) was issued on the property on July 24, 1986 for fill in a wetland area for the purpose of constructing the existing residence on the property. The work/purpose approved in the 1986 permit appears to have been completed. The previous permit application describes as "wetlands" the area shown in the present application which is being requested to be filled. A verification of a jurisdictional determination indicating the limits of any wetlands on -site is requested, as well as further information indicating how impacts to any possible existing wetlands have been avoided, or have been justified with your statements of purpose and need. Pursuant to 15A NCAC 2H. 0506 (6)(f) and Title 15A NCAC 02H .0506 (6)(g), the applicant shall furnish all of the above requested information for the proper consideration of the application. If all of the requested information is not received in writing within 30 calendar days of receipt of this letter, the Division will be unable to approve the application and it will be returned. Please be aware that you have no authorization under the Clean Water Act or the Tar -Pamlico Riparian Buffer Rules for this activity and any work done within riparian buffers or waters of the state may be a violation of North Carolina General Statutes and Administrative Code.
