4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: *
Existing conditions onsite consists primarily of undisturbed forested land. Specifically, there are four (4) wetlands (W1-W4) located on the property. There is also an existing utility line the
runs along the western property boundary. General land use in the vicinity of the project consists primarily of single-family residential neighborhoods with maintained yards and forested
land. Holmes pond is located just north of the project. Andrews Road bounds the property to the south. Stone Mountain Farm Road bounds the property to the east.

The purpose of this project is to construct a single-family residential development and its necessary infrastructure.

The overall project consists of the construction of a single-family residential development including but not limited to; roadway infrastructure, residential lots, utilities, and SCMs.
Specifically, there are three (3) road crossings that impact wetlands. Equipment typically used for construction and earthwork such as backhoes, bulldozers, excavators, graders, pavers
etc. will be utilized for this project.

1. Avoidance and Minimization
la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
S&EC completed a wetland delineation for the entire property so that natural resources could be identified, and impacts minimized to the maximum
extent practicable. Impact 1 is proposed permanent wetland impacts for a road crossing. This road crossing is necessary to connect and access the
western portion of the property. A culvert will be utilized to provide hydrologic connectivity and riprap will be placed at the outlets to minimize impacts to
the maximum extent practicable. The road crossing will also occur at a near perpendicular angle to minimize wetland impacts. Compensatory wetland
mitigation has been proposed at a 2:1 ratio to offset permanent wetland losses. Impact 2 is proposed permanent wetland impacts for a road crossing.
This road crossing is necessary to connect and access the western portion of the property. A culvert will be utilized to provide hydrologic connectivity
and riprap will be placed at the outlets to minimize impacts to the maximum extent practicable. The road crossing will also occur at a near perpendicular

proposed at a 2:1 ratio to offset permanent wetland losses.

We have reviewed the "Draft Internal Policy, Cumulative impacts and the 401 Water Quality Certification and Isolated Wetlands Programs" document
prepared by the NC Division of Water Quality on April 10, 2004, version 2.1. The draft states that many private developments are unlikely to cause
cumulative impacts, including projects such as urban in -fill, most residential subdivisions and small commercial developments as well as agricultural and
silvicultural operations. The Hills at Stonegate project is a residential development. Additionally, the project is located within the town of Fayetteville ETJ,
therefore the adjacent properties that have potential for development will have the following regulations to protect downstream waters: 1) the Water
Supply, Watershed Protection Program which limits development densities as well as requires protective riparian buffers; 2) the Phase II NPDES
Stormwater Permit Program, this program includes permitting requirements for Municipal Separate Storm Sewer Systems (MS4s) in addition to post -
construction stormwater management requirements. We anticipate that the DWR will advise us if any additional information is needed.

Hi Steven,
I'm just picking this back up and wanted to provide a response. Based on the information provided in the RCW map, it
appears that the cavity trees are located on different portions of the overall, original development (in between/near the
residences on Whitemoss Ct and the school; and further north towards the property line w/ the neighboring subdivision
and the parcel that abuts Holmes Pond. As long as the developer is working in accordance w/ the agreement between
CRA Homebuilders and the USFWS, they should be ok.
With regard to adding the stream within the northernmost section of W1 w/in the review area, that works for me.

We found this map with the RCW, as well as a copy of the old permit. Let us know your thoughts on that. No impacts
were proposed to any out there.
As far as W1, we can potentially put a stream just at the northernmost section of W1 before it goes outside of our
evaluation area.
Josh/Mason/Kevin....can you update the map to get to Liz showing a stream in the drainage pattern, similar to the old
delineation map?

Thanks for following up. So, I think that may be alright for features W2/W3/W4/W5. But I'm not certain about the area
identified as W1. Both the USGS Topo and Soils map show a stream in this location. Do you have photos of the W1
feature? I didn't see any included w/ the July submittal. I guess it could be that the W1 feature in the review area is a
headwater wetland, and a defined channel may form north of Whitemoss Court. If you have photos, please provide
them at your earliest convenience. If not, please confirm that there is not a defined channel in the W1 review area.
Also, was this area preserved for woodpecker habitat? One of the maps included with the submittal indicated that the
uplands were to be preserved. Not sure if that was a condition of the original permit?
I have heard through the grapevine that the area south of W1 is scheduled for land clearing associated with Townhome
construction. I think the project name is the Cottages at Stonegate.

Me again. I was reviewing the July 22 submittal and see that in Crystal's verification from 2014 she stated that the
wetlands onsite are adjacent to unnamed tributaries to Greens Creek and are also adjacent to Greens Creek. Please add
the streams to the delineation map and also to the PJD form. Will need to have an accurate delineation map for both a
delineation concurrence and PJD documentation.

Dear Mr. Shelley,
Wildlands Holdings IV, LLC currently has sufficient riparian wetland credits from the Middle Cape Fear
Umbrella Mitigation Bank: Daniels Creek Mitigation Site to satisfy the mitigation requirements related
to the above -mentioned project. Upon final approval by the IRT, the Daniels Creek Mitigation Site is
anticipated to receive its next credit release before the end of April 2022, this will fulfill the total
mitigation requirement for riparian wetland credits for the above -mentioned project. The project is
located within the Cape Fear HUC 03030004 watershed.
This letter is simply a statement of availability of credits as of the date written. Although current
inventory is high, the letter is not a guarantee of availability as credits will be sold on a first come, first
serve basis. An invoice for this transaction will be sent upon your request and we will formally reserve
both the credits and price quoted for a period of 30 days from the invoice at no cost.
Final transfer of the credits will be made upon completion of the Mitigation Responsibility Transfer Form
within the 404 permit approving the mitigation purchase from the Bank and upon receipt of your
payment to Wildlands Holdings IV, LLC.
