Inspection Summary:
Mikal Willmer, with the Asheville Regional Office, conducted a reconnaissance inspection of Charlie's Sand and Gravel on
April 12, 2022. This site visit was conducted in response to a permit rescission request on behalf of the owner.
The last inspection was in 2017 and documented limited use of the facility. It's been noted previously this system was never
truly a closed-loop system. The equipment and site did not appear to have been used for quite some time. The settling pond
was empty, and the freshwater pond was filled with either rainwater or river water. The ponds are in essence sandy pits dug
near the banks of the French Broad and infiltrate and exfiltrate with rising river levels and are in the floodway. There does not
appear to be any intention of beginning the operation again and no immediate and apparent concern with rescission of the
permit.
