Mecklenburg County
Staff of the Mooresville Regional Office (MRO) conducted a compliance inspection at the Mallard
Creek WRF on January 14th, 2022, and received a copy of the Operations and Maintenance Plan on
January 21 st, 2022, for the referenced Reclaimed Water Permit. The MRO would like to thank Mr.
Shannon Sypolt, Mr. Henry Eudy and Ms. Tara Romine for their time and assistance.
The reclaimed water system appeared well maintained at the time of inspection. The Mallard Creek
facility is undergoing major construction projects with additional upgrades planned for components of
the reclaimed water system. A small Chlorine tank is in place, until the manufacturer installs a
replacement tank for the one that failed in 2020. Currently, there is no distribution of reclaimed water
to either of the two existing end users. CW plans to add UNCC via a permit modification when the
extension project nears completion and there is a clear picture of how UNCC plans to utilize the
reclaimed water.
The following items, also noted in the previous inspection report, are mentioned to maintain overall
compliance:
• Prior to restarting any reclaimed water distribution, the annual training meeting for end -users needs to
be conducted and the MRO should be informed so a staff member may participate.
• Mr. Eudy had copies of the current Turbidity and Flow Meter certification paperwork available for
review. It is recommended the most current calibration date also be posted on each meter for ease of
inspection and confirmation with the certification paperwork.

Inspection Summary:

WWTP cake residuals storage was viewed while onsite and found to be well maintained. The

Comment: Effluent data is reported on Monthly NDMRs but there is NO flow to the distribution system.
Onsite computer records were not reviewed to limit office interaction with renewed Covid
concern. MRO staff received a paper copy of the O&M plan specific to this permit on
1-21-2022. Electronic submittal was hampered by file resizing issues.

Comment: See comments in cover letter and summary section, requesting MRO staff notification before
annual training is conducted and end -use irrigation is restarted. MRO staff will conduct field
inspections prior to restart of reclaimed water distribution. Current end -users are a Golf
Course and County Park. Potable water is available when reclaimed water is not. Construction
to add UNCC as an end -user is in process, but the timeline is uncertain.
