The Town is proceeding with the Buffer Authorization as per earlier discussions that the Town will be the permitting authority for that issue. Please consider our earlier request for Buffer Authorization as withdrawn. Regarding 401 permitting, the General Certification 4276 appears to cover the minimal work we have planned related to the stream. Can you verify and confirm that we may proceed under the requirements and conditions of 4276. The project is in progress (not the stream work), and we would like to get this stream work completed before the winter weather hits. Thanks for your help. Stephanie, We had asked about this project (Carolina Donor Services in Chapel Hill) earlier in the summer. With no response, we did assume we were covered under NWP 58, and that no pre -construction notice was required. Based on Town concurrence, this appears to be correct. As NWP 58 is tied to Gen. Cert. 4276, are we correct that 4276 also does not require a pre -construction notice? Mary Beth, We propose to provide the following copies of NWP 58 and Water Quality General Certification 4276 to the contractor as required. This will provide the contractor with all the Federal and State conditions for compliance. As this is an 8" sewer line at approx 4' of depth under the stream, the duration of work in this stream is anticipated to be minimal. The short duration of the work will also help limit any impacts to the stream. 2 Will this satisfy the State and Town's requirements? Thanks for your help. There is no detail in the drawings showing a creek crossing. Could you send me a drawing or detail showing us how to perform the creek crossing being we are open cutting the creek to install the sewer main?
