Our response to your questions is as follows: During the March 10, 2021 site visit, it was noted that the modification to Phase I specified in the January 5, 2015 issued permit has not been constructed expect for the alum and Micro-C systems. The existing bar screen is located afterthe EQbasin and has led to daily scrapping of the bar screen, constant cleaning of the EQ basin, and solids escaping to the clarifier. The static fine screen with an auger and dewatering press, permitted in the 2015 modification to alleviate this issue, was never installed. Please provide a time frame for the unconstructed modification or an engineering certification if the construction of the modification has been completed. We have engaged Robert Graham, PE with George Finch/Roney and Associates as design engineer for the Screen at Carolina Plantations. In consultation with our engineer Mr. Graham, we feel that a static fine screen with an auger and dewatering press is not required to meet the screening needs of this facility, and instead are working to fabricate a custom bar screen. The initial drawing is attached with a description below. We are talking with contract fabricators to construct and install the screen. It is estimated that the screen will be installed by first quarter 2022. Old North State Water Company, LLC Screen description The trough would be X" steel and could be supported between the WWTP bulkheads with 3" steel angles welded to the trough at each end to lap over the top of the bulkheads. Smaller steel angles could be welded to the sides for stiffening if needed and to support a bar -grate walking surface for access to the screens on one side. Handrails (not shown) would be needed around all sides of the walking surface with chains or gates at each of the three screens and at the access point for the existing walkways. Flow comes into the trough by adding two 6" 90-degree elbows to the existing influent pipe. A 6" hole and pipe stub at the other end of the trough would allow the screened influent flow to drop into the EQ tank. 2. It was stated in the additional information for Attachment F that the Permittee has no plan to expand the 150,000 GPD existing treatment facility. Please confirm that Phase II specified in current permit will not be constructed and request that conditions and language pertaining to Phase 11 be removed from the permit. Old North State Water Company does not have any plans to expand the facility, but we do not know for certainty that Phase II will not be needed at some point in the future. Therefore, we respectfully decline to request Phase II be removed from the permit at this time.
