Hi Jason,
To follow up Sam's email. DWR is unable to finalize a decision on the 401 until we receive confirmation from
Sam that the wetlands are isolated. Assuming they are confirmed as isolated, please provide an exact acreage
of each wetland so that I may document compliance with 15A NCAC 02H .1301.
Also, the plans provided for the proposed project do not show these wetlands and/or what impacts are to
occur to these wetlands. Even if they are "deemed permitted" under .1301 we respectfully request that you
revise the plans to show the location and proposed impacts for documentation purposes.

I wanted to touch base regarding the above referenced PCN, and more specifically with the AJD/isolated
features. You reference data points on your wetland forms. Could you please place these data points on the JD
map and include in your legend. I would also like to see any representative photographs you have of these
isolated wetland areas. And lastly, can you please provide the distance from the outer wetland boundaries of
W2 and W3 to the nearest stream (S2). At first glace, W3 seems like it would fit the rules of adjacency. I do
understand that features can be situated in depressional areas with no inlet or outlet, and that is what your
rapanos form states. I'm just seeking additional clarity solely based on proximity.
